苏州小城镇空间结构现状特征及优化研究

【摘要】：我国城镇化建设的不断推进使得小城镇的空间结构发生了翻天覆地的变化,特别是地处快速城镇化地区的苏州小城镇。苏州小城镇进入了“城乡一体化”发展时期后,其空间结构表现出了区别于以往的新特征,但也暴露出了新问题,这些问题在一定程度上阻碍了苏州小城镇的良性运转。对此,苏州小城镇需要进行转型发展,而空间结构的优化恰恰正是转型发展的重要内容之一。本文以苏州小城镇空间结构的现状为研究对象。首先,借助文献研究明确了小城镇空间结构和空间结构优化的概念,并确定了本文研究苏州小城镇空间结构的思路,即从区域城镇空间结构和城镇内部空间结构两个层面,每个层面内又从城镇规模、空间布局、空间形态等方面总结其空间结构的现状特征。随后,归纳了自然环境、交通方式、产业集聚和政策规划等因素以及地方政府、开发企业和城镇居民这三个行为主体对其空间结构形成的影响,并尝试建立了“影响因素—行为主体—空间特征”这一框架来解析其空间结构特征的形成机制。最后,提出了苏州小城镇空间结构在区域层面的现状问题,即城镇规模结构不平衡,资源分配协调度低。对应的优化策略为:优化规模等级结构,提升一般小城镇的人口规模;合理分配发展资源,引导资源要素的资源流动;完善交通网络建设,促进交通干线适度超前发展。而其在城镇层面的现状问题为:镇区用地结构不合理,工业用地过多;“半城镇化空间”延续,城镇发展受限;空间资源的瓶颈凸显,利用效率偏低。对应的优化策略为:转变发展方式,实行土地集约化发展;调整用地结构,加强配套服务建设;实行产业升级,推行“产城融合”建设;重视生态职能,坚守城镇生态底线。
[Abstract]:With the continuous development of urbanization in China, the spatial structure of small towns has changed dramatically, especially in Suzhou, which is located in the area of rapid urbanization.After entering the development period of "urban-rural integration", the spatial structure of small towns in Suzhou shows new characteristics different from the past, but it also exposes new problems, which to some extent hinder the benign operation of Suzhou small towns.Therefore, the small towns in Suzhou need to be transformed and developed, and the optimization of spatial structure is just one of the important contents of the transformation and development.The present situation of the spatial structure of small towns in Suzhou is taken as the research object in this paper.First of all, the concept of spatial structure and spatial structure optimization of small towns is clarified with the help of literature research, and the idea of studying the spatial structure of small towns in Suzhou is determined in this paper, that is, from the two levels of regional urban spatial structure and urban internal spatial structure.At each level, the present characteristics of the spatial structure are summarized from the aspects of urban scale, spatial layout and spatial form.Then, the factors of natural environment, transportation mode, industrial agglomeration and policy planning, as well as the influence of local government, development enterprises and urban residents on the formation of spatial structure are summarized.This paper tries to establish the frame of "influence factor-behavior subject-space characteristic" to analyze the formation mechanism of its spatial structure characteristics.Finally, the paper puts forward the present situation of the spatial structure of Suzhou small towns at the regional level, that is, the scale structure of the towns is unbalanced and the coordination degree of resource allocation is low.The corresponding optimization strategies are as follows: optimizing the scale grade structure, enhancing the population scale of general small towns; rationally allocating the development resources, guiding the resource flow of the resource elements; perfecting the traffic network construction; promoting the moderate advance development of the traffic trunk line.However, the present situation problems are: unreasonable structure of urban land, excessive industrial land use; "semi-urbanization space" continues, urban development is limited; the bottleneck of space resources is prominent, and the utilization efficiency is low.The corresponding optimization strategies are: changing the mode of development, implementing intensive development of land; adjusting the structure of land use, strengthening the construction of supporting services; carrying out industrial upgrading and promoting the construction of "integration of production and city"; attaching importance to ecological functions and adhering to the ecological bottom line of cities and towns.
