【摘要】：环境问题的日益凸显为绿色生态城乡建设提出了新的课题。生态文明建设、环境绩效考核等价值标准成为新时期城乡规划建设重要的行为逻辑。然而当前城乡规划领域内的生态环境理念多以政策、评估标准等形式落实为目标、价值取向或者后置化的成果评价,缺少在具体建设过程中可控、可管的实践抓手。与此同时,生态环保问题因其丰富的内涵而表现为多样的目标与技术标准,但是这类目标和技术标准在城乡规划建设中往往指导意义有限,且在目标下放过程中,缺乏法制化、规范化管理机制为环境保护管理提供制度保障,环境保护常滞后于城市的发展。针对以上问题,研究在住建部颁布的《城市生态建设环境绩效评估导则》导向下,将环境绩效指标体系作为技术手段,将《城乡规划管理技术规定》作为落实的制度保障,为城乡规划建设过程中的环境保护提供前置的管控办法。研究首先从理论构架、技术研究和内容组成三方面对《技术规定》和环境绩效结合的可行性进行了探讨,并形成了结合的方法流程。通过梳理《技术规定》的内容构成及利用指标转化模型将环境绩效内容转译为城乡规划建设过程中可落实的指标,进而利用指标结合方法将环境绩效指标融入《技术规定》中,从而保障环境绩效指标在实践中的应用。在此基础上,研究将经过校正的指标根据编制方法进行分类,并探讨形成适用此类指标的编制流程和表达技术。论文采用了先假设再验证的方法,以《诸城市城乡规划管理技术导则》的编制作为实践平台,对环境绩效指标体系进行应用举例,从实践中总结问题并提出建议,为环境绩效指标体系进一步完善以及其他城市的应用探索提供参考借鉴。
[Abstract]:The increasingly prominent environmental problems for the green ecological construction of urban and rural areas put forward a new topic. The construction of ecological civilization and the evaluation of environmental performance have become the important behavioral logic of urban and rural planning and construction in the new period. However, the eco-environmental concept in the field of urban and rural planning is mostly implemented in the form of policies, evaluation standards, etc., the value orientation or post-evaluation of the results is lack of controllable and manageable practice in the process of concrete construction. At the same time, because of its rich connotation, ecological environmental protection problems are manifested in various objectives and technical standards. However, such goals and technical standards are often of limited guiding significance in urban and rural planning and construction, and lack of legalization in the process of decentralization of objectives. Standardized management mechanism provides institutional guarantee for environmental protection management, and environmental protection often lags behind the development of cities. In view of the above problems, under the guidance of "Environmental performance Evaluation guidelines for Urban Ecological Construction" issued by the Ministry of Housing and Construction, the paper regards the environmental performance index system as a technical means and the Technical provisions of Urban and Rural Planning and Management as the system guarantee for implementation. For urban and rural planning and construction process of environmental protection to provide the leading control. Firstly, the feasibility of combining technical regulations with environmental performance is discussed from three aspects: theoretical framework, technical research and content composition, and the method flow of combination is formed. By combing the content composition of Technical regulations and using the index transformation model, the content of environmental performance is translated into the implementable index in the course of urban and rural planning and construction, and then the environmental performance index is integrated into the Technical provisions by means of the method of combination of indicators. In order to ensure the application of environmental performance indicators in practice. On the basis of this, the corrected indexes are classified according to the compilation method, and the compiling flow and expression techniques for these indexes are discussed. This paper adopts the method of hypothesis and verification, taking the compilation of "Zhucheng Urban and Rural Planning and Management Technical guidelines" as the practical platform, gives an example of the application of the environmental performance index system, summarizes the problems from the practice and puts forward some suggestions. It provides reference for the further improvement of the environmental performance index system and the application of other cities.
