潼关县秦东镇镇村规划体系构建与镇区发展研究

【摘要】：我国已经进入“统筹城乡发展,创建和谐社会,全面推进社会主义新农村建设”的新阶段,“城乡二元分割”的局面已表现出越来越大的弊端,城镇规划的策略和手段已经不能够满足村镇体系规划发展的需求,镇村体系规划,应结合新时代的发展形势,以农村问题为导向来规划引导。由于镇村体系规划理论与规范提出的时间较短,相关研究尚不深入,因此镇村体系规划的制定,应该在遵循自身特有的方法、技术的同时,还要借鉴城镇体系规划的研究成果和实践做法,并要运用人文地理学、规划设计学、产业经济学等相关理论,还要符合农村发展改革的时代要求。本文以潼关县秦东镇为例,深入调研该地区镇村体系建设现状,并对城镇化水平、发展定位、产业选择进行了专题研究,采用多因子标准赋值加权评分法对镇村的发展条件进行评价,并构建发展条件评价模型,根据评价模型得出对镇村的综合评价值,然后对镇村之间进行横向比较和分析,对镇村发展条件的潜力与优劣进行总体评价和判断。依据评价结果,结合镇村实际情况,综合考虑政府、镇村干部群众、相关专家及社会各界的意见,以此作为调整镇村层次和布点的重要依据,确定小城镇镇村体系规划中的镇村等级结构、职能结构、空间结构。为保障镇村体系规划顺利实施,并制定了相应的规划实施措施。
[Abstract]:China has entered a new stage of "co-ordinating urban and rural development, building a harmonious society and comprehensively promoting the construction of a new socialist countryside". The situation of "urban-rural dual division" has shown more and more drawbacks. The strategy and means of town planning can no longer meet the needs of the development of village and town system planning. The town and village system planning should be guided by rural problems in the light of the development situation of the new era. Because the theory and norm of town and village system planning are put forward in a short time and the related research is not deep, so the formulation of town and village system planning should follow its own unique method and technology, at the same time, It is also necessary to draw lessons from the research results and practice of urban system planning, and to apply relevant theories such as humanistic geography, planning and design, industrial economics and so on, and to meet the requirements of the times of rural development and reform. Taking Qindong Town of Tongguan County as an example, this paper investigates the present situation of village system construction in this area, and makes a special research on urbanization level, development orientation and industry choice. The multi-factor standard assignment weighted score method is used to evaluate the development condition of the town village, and the evaluation model of the development condition is constructed. According to the evaluation model, the comprehensive evaluation value of the town village is obtained, and then the horizontal comparison and analysis between the towns and villages are carried out. The development conditions of the town and village potential and advantages and disadvantages of the overall evaluation and judgment. According to the evaluation results, combined with the actual situation of the town and village, the opinions of the government, the village cadres and the masses, the relevant experts and all walks of life of the society are synthetically considered as the important basis for adjusting the level and distribution of the town and village, Determine the town and village level structure, function structure and spatial structure in town and village system planning of small town. In order to ensure the smooth implementation of town and village system planning, the corresponding planning and implementation measures have been formulated.
