杭州城市开发边界划定与实施的实践探索

【摘要】：城市开发边界是国家在城镇化过程中统筹调控区域城乡空间、生态空间的制度安排,是保障城镇化健康有序发展的重要的公共政策,是深化经济体制改革的重要内容之一。杭州市把划定城市开发边界作为城市总体规划修改的重要内容,作为城市空间布局和基础设施布局的基础性依据。在划定方法上从区域整体和长远发展要求出发,以"谋取最大公约数"的理念,结合人口、设施和经济活动的布局需要,通过部门协商统筹,将依法依规梳理出的18个空间管制要素整合形成满足各项要求的"空间一张图",坚持于法有依、空间落实、多规融合、简便易行。制定了《杭州城市开发边界实施规划》,按照生产空间集约高效、生活空间宜居适度、生态空间山清水秀的总体要求,分类处置开发边界外的现状建设,细化开发边界外空间保护利用要求,促进开发边界内外功能融合,建立包括制定条例、动态监控、政府考核、社会监督等方式在内的长效管理机制。
[Abstract]:The boundary of urban development is the institutional arrangement of regulating the regional urban and rural space and ecological space in the process of urbanization. It is an important public policy to ensure the healthy and orderly development of urbanization and one of the important contents of deepening the reform of economic system. Hangzhou regards the demarcation of urban development boundary as the important content of urban overall planning modification, as the basic basis of urban spatial layout and infrastructure layout. Starting from the requirements of the overall and long-term development of the region, taking into account the concept of "obtaining the maximum common number" and combining the needs of the layout of population, facilities and economic activities, and through departmental consultations, According to the law, 18 elements of space control are combined to form a "spatial map" which meets the requirements of the law, and it is simple and easy to carry out the laws, implement the space, integrate many rules and regulations, and make it simple and easy to carry out. Has formulated the "Hangzhou urban development boundary implementation plan", according to the production space intensive and high efficiency, the living space is suitable for living, the ecological space is beautiful, the overall request, classifies the disposition outside the development boundary present situation construction, The requirements of space protection and utilization outside the development boundary should be refined to promote the integration of functions inside and outside the development boundary and to establish a long-term management mechanism including the formulation of regulations, dynamic monitoring, government assessment, social supervision, and so on.
