合肥市建设工程招投标评审方法的优化研究

【摘要】：建设工程招投标评审方法在经济社会发展中起到极其重要的作用,对国民经济的影响甚大。选择和确定适合建设工程的招投标评审方法对于建设市场健康有序发展具有重要的意义。本文着眼于合肥市“有效最低价”评审方法,以合肥市招投标数据为支撑,对合肥市建设工程招投标评审方法制度作了深刻剖析。本文主要作了以下研究工作:(1)梳理了建设工程招投标及合理低价评审方法的发展历程,通过文献综述的方法研究了国内外建设工程招投标评审方法研究进展,发现论文的主要研究问题和要解决的核心内容。(2)研究了国内建设工程评审方法的地区分布情况,并对典型省市经评审的“合理低价法”进行调研分析,研究各地区评审方法的特点。重点介绍了合肥市“有效最低价”评审方法,与典型省市的“合理低价法”进行对比分析,通过优劣势的SWOT分析找出合肥市“有效最低价”评审方法应对市场变化的4个主要战略。(3)通过问卷调查,找出合肥市建设工程评审方法存在不足以及问题。选取典型专业的“控制价”与“中标价”数据进行对比分析,找出控制价与中标价之间的规律数值。运用数据模拟方法对合肥市现有的“有效最低价”评审办法的步骤以及参数进行了分析,得出影响评审结果的关键参数。(4)以系统动力学方法分析评审影响因素的相互关系,对模型中的参数进行了优化,对“有效最低价”评审方法的参数优化提出合理化建议。(5)针对合肥市“有效最低价”评审方法的不足,建立基于GA-BP的“有效最低价”评审改进方法,通过详细的指标体系设置和方法组合应用,提高评标的客观性和工作效率。(6)将BIM技术引入到招投标过程中,分析了传统建设工程投标管理系统存在的问题,以及BIM在招投标过程中的研究现状和应用价值,提出了基于BIM的智能投标管理系统的整体设计方案。
[Abstract]:The evaluation method of construction project bidding plays an extremely important role in the economic and social development, and has a great influence on the national economy. It is of great significance to select and determine the bidding evaluation method suitable for the construction project for the healthy and orderly development of the construction market. This paper focuses on the evaluation method of "the effective lowest price" in Hefei and Hefei On the basis of the city bidding data, this paper makes a deep analysis of the method system of Hefei construction project bidding evaluation. This paper mainly makes the following research work: (1) combing the development course of the construction project bidding and reasonable low price evaluation method, through the literature review method, the research on the evaluation method of construction project bidding at home and abroad is studied. The main research problems and the core contents to be solved are found. (2) the regional distribution of the evaluation methods of domestic construction projects is studied, and the characteristics of the evaluation methods in various regions are studied and analyzed in the typical provinces and municipalities, and the evaluation methods of the "effective lowest price" in Hefei are focused on. The comparative analysis of the "reasonable low price law" in typical provinces and cities, and through the SWOT analysis of the advantages and disadvantages to find out the 4 main strategies of the "effective lowest price" evaluation method in Hefei to deal with the market change. (3) through a questionnaire survey, it is found that the construction project evaluation method of Hefei city is not enough and the problem is found. In the comparative analysis of the price of the price, the law values between the control price and the price are found. The data simulation method is used to analyze the steps and parameters of the existing "effective lowest price" evaluation method in Hefei, and the key parameters affecting the evaluation results are obtained. (4) the analysis of the factors affecting the factors is analyzed by the system dynamics method. The parameters in the model are optimized and the parameter optimization of the "effective lowest price" evaluation method is rationalized. (5) aiming at the shortage of the evaluation method of "effective lowest price" in Hefei, the method of improving the evaluation of "effective lowest price" based on GA-BP is set up, and the application of the detailed index system setting and method is put forward. The objectivity and efficiency of the high bid evaluation. (6) introducing the BIM technology into the bidding process, analyzing the existing problems of the traditional construction project bidding management system, as well as the research status and application value of BIM in the bidding process, and putting forward the overall design scheme of the intelligent bidding management system based on BIM.
