广电运营商网络工程项目成本控制与管理研究

【摘要】：目前,我国广电运营商都是独立运营的,网络工程建设项目成本一直逐年上升,压缩了企业的利润空间。同时,不管在国外还是国内,针对广电运营商的网络工程项目都没有明确的成本管理机制和成本控制方法的研究。因此,为了解决这些不足,增加广电运营商的企业利润,就需要对广电网络工程项目成本控制与管理进行研究,找出适合的成本管理机制和成本控制方法,提升广电运营商的核心市场竞争能力。首先,文章对项目成本管理和项目成本控制两个方面进行研究。基于参考大量文献的基础上,研究了项目成本管理的发展和概念,并且研究了当今常用的项目成本管理的流程和方法。基于参考项目管理的书籍的基础上,对项目成本控制的内容和方法进行了详细的研究,包括对成本累计曲线法的研究、挣得值法的研究、价值工程法的研究,并且对项目成本控制方法进行了比较和分析。最终,将项目的成本管理与项目的成本控制集成起来,相互结合,进行研究。其次,文章从两个角度分别对广电网络工程项目的成本管理机制和成本控制方法进行分析,实现了对广电网络工程项目成本管理的一体化集成设计。在广电网络工程项目成本管理机制中,分析了成本分解结构、设计了成本管理制度、设计了成本管理组织架构、设计了成本管理流程,实现了对现有成本管理结构的改进,对项目施工流程进行再造,提高了成本管理的效率;在广电网络工程项目成本控制方法中,设计了成本控制流程,设计了基于资源约束的关键路径挣得值法,消减了项目中的资源冲突,避免了成本的增加,实现了广电网络工程项目的管理绩效的提高。最后,将研究成果应用在天津广电网络有限公司的网络工程项目的实例中。从应用的结果可以看出,研究的效果非常明显,能够帮助项目管理者在新的管理组织和管理机制中,及时沟通发现问题,同时通过新的成本控制方法对问题进行解决,以保证项目按照既定的目标继续前进。
[Abstract]:At present, radio and television operators in our country operate independently, and the cost of network construction projects has been rising year by year, which has compressed the profit space of enterprises. At the same time, there is no clear research on cost management mechanism and cost control methods for network engineering projects of radio and television operators both at home and abroad. Therefore, in order to solve these shortcomings and increase the enterprise profits of radio and television operators, it is necessary to study the cost control and management of radio and television network engineering projects, and find out the appropriate cost management mechanism and cost control methods. Enhance the core market competitiveness of radio and television operators. First of all, this paper studies two aspects of project cost management and project cost control. Based on a large number of references, this paper studies the development and concept of project cost management, and studies the process and methods of project cost management commonly used nowadays. Based on the books of project management, this paper makes a detailed study on the contents and methods of project cost control, including the research of cost cumulative curve method, the study of earned value method, and the study of value engineering method. And the project cost control methods are compared and analyzed. Finally, the project cost management and the project cost control integration, the union, carries on the research. Secondly, this paper analyzes the cost management mechanism and cost control methods of radio and television network project from two angles, and realizes the integrated design of cost management of radio and television network engineering project. In the cost management mechanism of radio and television network engineering project, the cost decomposition structure, the cost management system, the cost management organization structure, the cost management process and the improvement of the existing cost management structure are analyzed. In the cost control method of radio and television network project, the cost control flow is designed, and the key path earned value method based on resource constraint is designed. It reduces the conflict of resources in the project, avoids the increase of cost, and realizes the improvement of the management performance of the radio and television network project. Finally, the research results are applied to the network engineering project of Tianjin Radio and Television Network Co., Ltd. From the application results, we can see that the effect of the study is very obvious, which can help project managers to communicate and find problems in the new management organization and management mechanism, and solve the problems through new cost control methods. To ensure that the project continues in accordance with its stated objectives.
