面向过程的城市综合交通体系弹性规划方法

【摘要】：在社会经济快速发展、产业结构不断调整的大背景下,城市空间组织往往面临再构需求,同时也对交通体系结构提出新的要求。因此,亟须建立综合交通体系弹性规划方法与路径,研究在远期战略与近期建设间面向过程的连续性、弹性规划的技术思路。在梳理现状交通规划实际问题的基础上,通过分析城市空间组织与交通系统互动演变机理,提出城市—交通互动发展模型。以需求弹性为切入点,构建面向过程的综合交通体系弹性规划分析框架,明确弹性规划实施路径与核心要点。包括基于需求弹性的多层次规划协调机制、弹性项目库要素结构、动态监测及评估体系,以及城市—交通互动视角下的弹性项目库实施机制,从战略层面寻求面向过程的城市综合交通体系弹性规划路线。
[Abstract]:With the rapid development of social economy and the constant adjustment of industrial structure, urban spatial organizations are often faced with the need of re-construction, and at the same time put forward new requirements for the traffic system structure. Therefore, it is urgent to establish flexible planning methods and paths of integrated transportation system, and to study the process oriented continuity and flexible planning technical thinking between long-term strategy and short-term construction. On the basis of combing the actual problems of current traffic planning and analyzing the mechanism of interaction between urban spatial organization and transportation system, the model of urban-traffic interaction development is put forward. With demand elasticity as the starting point, a process-oriented analysis framework for elastic planning of integrated transportation system is constructed, and the implementation path and key points of flexible planning are clarified. It includes multi-level planning coordination mechanism based on demand elasticity, element structure of elastic project database, dynamic monitoring and evaluation system, and implementation mechanism of flexible project database from the perspective of urban-traffic interaction. The flexible planning route of process oriented urban integrated transportation system is sought from the strategic level.
