附着式升降脚手架安全管理研究

【摘要】:随着国民经济的快速发展,城市化步伐的不断加快,高层、超高层建筑物如雨后春笋般被兴建。在高层、超高层建筑施工过程中,传统脚手架难以满足施工需求,安全性得不到保证。为满足当代建筑施工的需要,附着式升降脚手架应运而生,因其有成本低、使用便捷、实用性强、一次搭设可多次使用等优势,现已在高层、超高层建筑施工中得到普遍应用。由于近年来技术的快速发展,产品型式多种多样,市场准入及监督管理机制不健全;施工过程中该体系依附于高层建筑结构上,依靠提升机构升降,具有很高的势能和危险因素,如果出现事故,后果严重,属于施工现场的重大危险源。因此,对附着式升降脚手架安全管理进行研究,具有重要的现实意义。本文首先分析了附着式升降脚手架的基本构造及施工工艺,总结了附着式升降脚手架构造的安全技术要求及各施工阶段的注意事项;其次通过对事故直接原因及间接原因分析,总结出了事故发生的主要原因是由于架体结构失稳、提升系统偏心倾覆、附着支承结构失效、防坠装置失效、同步控制系统失效,而这些因素都是由脚手架违法分包、安全管理制度不完善、安全技术交底流于形式、安全教育培训不到位、安全检查验收不到位等管理缺陷造成的,并通过典型事故案例分析得到了验证;再次通过分析现行安全管理依据及现行监管方式,指出了当前安全监管中存在架体归属定义不明确、架体认定部门不明确、架体改造后认定程序不明确、监管模式效率低下等问题;最后按照施工管理、安全监管两个层面,提出了加强附着式升降脚手架安全管理的建议。本文对附着式升降脚手架安全管理进行了研究,及时理清附着式升降脚手施工管理及安全监管中存在的问题,配套其安全管理程序和措施,对于规范附着式升降脚手架在建筑施工工程中的使用,有效地预防和减少事故的发生,有一定的借鉴意义。
[Abstract]:With the rapid development of national economy and the acceleration of urbanization, high-rise and super high-rise buildings have been built. In the construction process of high-rise and super high-rise buildings, the traditional scaffolding is difficult to meet the construction needs, and the safety is not guaranteed. In order to meet the needs of contemporary building construction, the attached lifting scaffold has emerged as the times require, because of its low cost, convenient use, strong practicability and so on, it has been widely used in the construction of high-rise and super high-rise buildings. Due to the rapid development of technology in recent years, various product types, imperfect market access and supervision and management mechanisms, the system is attached to the high-rise building structure during construction, and depends on the lifting mechanism to rise and fall. It has high potential energy and dangerous factors, if the accident, the consequences are serious, belong to the construction site of major hazards. Therefore, it is of great practical significance to study the safety management of attached lifting scaffold. This paper first analyzes the basic structure and construction technology of attached lifting scaffold, summarizes the safety technical requirements of attached lifting scaffold structure and points for attention in each construction stage, and then analyzes the direct and indirect causes of the accident. It is concluded that the main causes of the accident are the instability of the frame structure, the eccentric overturning of the lifting system, the failure of the attached support structure, the failure of the anti-fall device, the failure of the synchronous control system, and these factors are all subcontracted by the illegal scaffolding. The safety management system is not perfect, the safety technology is a mere formality, the safety education and training is not in place, the safety inspection and acceptance is not in place, and has been verified by the typical accident case analysis. Through the analysis of the current safety management basis and the current supervision mode, it is pointed out that the definition of frame ownership is not clear, the identification department is not clear, and the identification procedure is not clear. Finally, according to the construction management and safety supervision, the paper puts forward some suggestions to strengthen the safety management of attached lifting scaffolding. In this paper, the safety management of attached lifting scaffold is studied, the problems existing in the construction management and safety supervision of attached lifting scaffold are sorted out in time, and its safety management procedures and measures are matched. It can be used for reference to standardize the use of attached lifting scaffold in construction engineering and to effectively prevent and reduce the occurrence of accidents.
