天津市静海区城市开发边界划定研究

【摘要】：在城市化的进程中,城市的无序扩张不仅造成土地资源的浪费,还带来一系列生态环境问题,甚至出现侵占基本农田的情况。本研究是基于国土部提出划定城市开发边界的背景下,通过对城市开发边界进行理论分析,提出现行城市总体规划和土地利用总体规划衔接的矛盾,以及如何通过划定城市开发边界来解决两规衔接的矛盾。本文以天津市静海区为研究对象,首先分析城市开发边界划定的必要性,通过衔接城乡规划与土地规划的用地分类标准、统一数据和坐标,从而保证"两规"在用地规模统计及空间布局上保持一致,保证城市开发边界可以在统一的标准下进行划定,并制定切实可行的划定方案,最后针对天津市静海区展开实证研究,制定出基于"两规衔接"下的城市开发边界的划定方案,对其可行性及适用性进行研究,最终为静海区的后续发展规划提供指导与参考。(1)简要归纳了城市开发边界的研究现状,介绍了本次课题研究的目的、研究意义、研究方法和技术路线等。(2)提出相关的理论基础及国内外相关研究综述。(3)提出城市开发边界划定的必要性和划定思路。对城市开发边界划定方法进行分析,主要分析"两规"解决措施,城市开发边界划定的目标、原则和划定思路,最后提出实施保障和管理。(4)是天津市静海区的研究区概况,通过研究天津静海区区域概况,对静海区的土地利用结构变化和空间管制分区进行分析,通过对天津市静海区的科学定位,提出划定方法,对开发边界进行划定,并修正和完善。
[Abstract]:In the process of urbanization, the sprawl of cities not only causes waste of land resources, but also brings about a series of ecological environmental problems, and even encroaches on basic farmland. This study is based on the background of the demarcation of urban development boundary proposed by the Ministry of Land, through the theoretical analysis of the urban development boundary, the contradiction between the current urban master planning and the overall land use planning is put forward. And how to delimit the boundary of urban development to solve the contradiction between the two rules. This paper takes Jinghai District of Tianjin as the research object, analyzes the necessity of delineating the boundary of urban development, unifies the data and coordinates by connecting the land classification standard between urban and rural planning and land planning. In order to ensure the consistency of the land scale statistics and spatial layout, to ensure that the urban development boundary can be delimited under the unified standard, and to draw up a feasible delineation scheme. Finally, an empirical study on Jinghai District of Tianjin is carried out, and a plan for delineating the boundary of urban development based on "two rules connecting" is established, and its feasibility and applicability are studied. Finally, it provides guidance and reference for the future development planning of Jinghai area. (1) the research status of urban development boundary is summarized briefly, and the purpose and significance of this research are introduced. Research methods and technical routes etc. (2) put forward the relevant theoretical basis and domestic and foreign related research review. (3) put forward the necessity and ideas of urban development boundary demarcation. This paper analyzes the method of boundary demarcation of urban development, mainly analyzes the settlement measures of "two rules", the objectives, principles and ideas of demarcation of the boundary of urban development, and finally puts forward the implementation guarantee and management. (4) it is the general situation of the research area in Jinghai District of Tianjin. By studying the regional situation of Jinghai District in Tianjin, the paper analyzes the land use structure change and spatial control zoning of Jinghai District, and puts forward a method to delimit the development boundary through the scientific positioning of Jinghai District of Tianjin. And revise and perfect.
