ZLW选煤厂项目建设全过程工程造价控制研究

【摘要】:随着我国经济发展进入新常态,市场对煤炭产品质量的要求越来越高,选煤厂项目建设越来越受到煤炭企业的高度关注。虽然我国煤矿和选煤厂建设起步较早、建设数量和投资额巨大,但仍然存在缺少科学论证、仓促上马,不重视设计阶段造价控制,竣工结算远超设计概算和投资估算、投入生产后运营成本居高不下等问题。因此如何在保证选煤厂功能、质量、安全、节能等前提下通过全过程有效控制工程造价,降低建设成本和运营费用,实现投资效益最大化,显得尤为重要。本论文采用文献研究和定量分析相结合的方法,以SD公司ZLW选煤厂建设项目为例,指出公司在选煤厂项目建设全过程工程造价控制中存在的问题,并针对性地提出改进措施:在影响项目投资程度最大的决策阶段,应紧密结合煤炭洗选前后市场价格和建筑市场实际,科学合理、系统全面地做出投资估算和正确决策;在影响项目造价较大的设计阶段,应在科学比选、优化设计方案的基础上,通过积极推行重介浅槽工艺等标准设计和限额设计,科学确定初步设计和概算;在项目招投标阶段,应优先采用EPC总承包模式,通过加强设计审查,委托专业造价咨询公司编制严密的招标文件和科学合理的评标办法,选择管理技术水平高、承包价格相对较低的设计施工总承包公司实施,有效控制工程造价;在施工阶段,通过组织、合同、技术、经济措施,严格控制设计变更和现场签证等合同外价款的发生;竣工结算阶段严格执行监理公司、建设单位、专业造价咨询机构三级审查制度,通过准确盘点竣工工程量确保竣工结算的准确性。论文通过分析总结ZLW选煤厂项目建设全过程工程造价控制中的不足,指出加强前期决策和设计阶段造价控制的重要性,将改变目前普遍存在的只重视实施阶段而不重视可研决策和设计阶段造价控制的现象,从而更好地做到工程造价全过程控制;论文中提出的选煤厂项目建设全过程五个阶段工程造价控制改进措施,将为今后类似项目建设全过程工程造价控制提供有益的借鉴,起到节约建设投资、缩短建设工期的效果。
[Abstract]:With the economic development of our country entering the new normal, the market demands higher and higher quality of coal products, and the construction of coal preparation plant project is paid more and more attention by coal enterprises. Although the construction of coal mines and coal preparation plants in our country started early, the quantity of construction and the amount of investment are huge, but there is still a lack of scientific argumentation, a hasty start, a lack of attention to the cost control in the design phase, and the completion and settlement of accounts far exceed the design estimates and investment estimates. Put into production after operating costs remain high and other issues. Therefore, it is very important to control the project cost effectively, reduce the construction cost and operation cost, and realize the maximization of investment benefit under the premise of ensuring the function, quality, safety and energy saving of the coal preparation plant. This paper adopts the method of literature research and quantitative analysis, taking the construction project of ZLW coal preparation plant of SD Company as an example, points out the problems existing in the project cost control in the whole process of construction of coal preparation plant project. The improvement measures should be put forward: in the decision stage which affects the investment degree of the project, the market price and the construction market before and after coal washing should be closely combined, scientific and reasonable, and the investment estimation and correct decision should be made in a systematic and comprehensive way; In the design stage which affects the cost of the project, the preliminary design and budget estimate should be scientifically determined on the basis of scientific comparison and optimization of the design scheme, through the active implementation of standard design and quota design such as heavy medium shallow trough process. In the stage of project bidding, EPC general contracting mode should be adopted first, through strengthening design examination, entrusting professional cost consulting company to compile strict bidding documents and scientific and reasonable bidding evaluation methods, and selecting high management technology level. The design and construction general contract company, which has relatively low contract price, will effectively control the project cost; In the construction phase, through organization, contract, technical, economic measures, strict control of design changes and on-site visa and other contract price; In the completion and settlement stage, the supervision company, the construction unit and the specialized cost consultation organization are strictly executed in the three levels of examination system, and the accuracy of the completion settlement is ensured by the accurate inventory of the completed project quantity. Through analyzing and summing up the shortage in the whole process of project construction cost control of ZLW coal preparation plant, the paper points out the importance of strengthening the early decision and design stage cost control. It will change the existing phenomenon that only pays attention to the implementation stage but not the research decision and the design stage cost control, so that the whole process control of the project cost can be achieved better. The improvement measures of project cost control in the whole construction process of coal preparation plant in this paper will provide useful reference for the whole construction cost control of similar projects in the future, which will save the construction investment and shorten the construction period.
