基于全过程管理的风电项目策划研究

【摘要】:基于全球的发展形势,所有可再生能源发电类型中风电的技术、成本等指标预期较为明确,一定程度上与常规电能相比具有自身的竞争优势。所以,风电行业在未来会有更好的发展空间,与此同时会带动风电建设项目的快速发展。但我国风电项目启动较晚,目前在国内还是缺少风电项目的理论及实践经验,缺少风电项目运营管理的人才,这些问题存在将会影响风电项目的发展。风电项目激烈竞争的市场环境下,需要通过风电项目策划为项目的开发运转提供更为科学合理的对策建议,是风电项目管理亟需解决的问题之一。本研究运用文献分析法、案例分析法等研究方法,基于项目全过程管理理论,对风电建设项目前期、项目实施阶段以及项目运营维护及后评价阶段进行项目策划。前期主要对项目质量、进度和费用进行策划,通过WBS分解确定了项目的工作内容。实施阶段对项目进度、质量、成本等方面进行详尽的策划。项目后期从运营和维护两个维度展开策划,对项目经营还贷、项目后评价等方面进行了分析。同时基于我国风电项目管理现状,从风电建设项目前期、工程实施、项目运营维护及后评价3个阶段出发,分析风电项目质量、进度、费用等方面具体策划内容,并分析风电项目各参与方之间的内在工作分工,为风电项目管理策划提供更好的管理方法和实践步骤。整个研究过程依托风电建设项目发展实际,对各阶段策划的内容和流程进行分析,并结合华电甘肃风电项目具体实际,使研究具有理论和实践双重效果,对其他项目开展策划工作是一个较好的借鉴。通过研究得出,从项目决策、项目建设准备、建设项目设计、工程实施准备4个维度进行对风电建设项目前期策划能够全面指导项目前期工作;从风电项目施工阶段、风电项目竣工验收、项目保修阶段进行实施阶段详细策应用于华电甘肃风电项目,效果良好;从项目运营及维护、经营还贷以及后评价3个维度进行项目后期策划,建议项目采用建设与运营相分离的管理模式,通过对项目经营还贷、项目后评价等方面深入分析,能够推进风电项目在未来的经营阶段有更好的实施效果。本文总结了风电项目全过程项目管理的特点,把先进的项目管理理论和方法应用于风电电站的建设中,并形成一套相对完善的适合风电行业发展现状的风电电站全过程项目管理方法,以提高项目管理质量,促进我国风电发电事业的发展。
[Abstract]:Based on the global development situation, the technology and cost of wind power in all renewable energy generation types are expected to be clear, which has its own competitive advantage compared with conventional energy to some extent. Therefore, wind power industry in the future will have better development space, at the same time will drive the rapid development of wind power construction projects. But the wind power project in our country starts relatively late at present still lacks the theory and the practice experience of the wind power project in our country lacks the talented person of the wind power project operation and management these problems will affect the development of the wind power project. In the fierce competition of wind power projects in the market environment, it is necessary to provide more scientific and reasonable countermeasures and suggestions for the development and operation of wind power projects through wind power project planning, which is one of the problems urgently needed to be solved in wind power project management. Based on the theory of project whole process management, this study uses the methods of literature analysis and case analysis to plan the wind power construction project in the early stage, the project implementation stage, the project operation maintenance and the post-evaluation stage. The quality, schedule and cost of the project are planned, and the work content of the project is determined by WBS decomposition. The implementation phase of the project schedule, quality, cost and other aspects of detailed planning. In the later stage of the project, two dimensions of operation and maintenance are planned, and the project management and loan repayment, project post evaluation and so on are analyzed. At the same time, based on the current situation of wind power project management in China, from the three stages of wind power construction project pre-stage, project implementation, project operation and maintenance and post-evaluation, the specific planning contents of wind power project quality, schedule, cost and so on are analyzed. It also analyzes the internal division of labor among the participants in wind power projects to provide better management methods and practical steps for wind power project management planning. The whole research process relies on the development practice of wind power construction project, analyzes the contents and processes of each stage planning, and combines the actual situation of Huadian wind power project in Gansu Province, which makes the research have dual effects of theory and practice. Planning for other projects is a good reference. Through the research, from the project decision, the project construction preparation, the construction project design, the project implementation preparation four dimensions carries on to the wind power construction project early stage plan to be able to guide the project Prophase work comprehensively; From the wind power project construction stage, the wind power project completion acceptance, the project guarantee stage carries on the implementation stage detailed strategy to apply to the Huadian Gansu wind power project, the effect is good; From three dimensions of project operation and maintenance, management and loan repayment and post evaluation, the author proposes that the project should adopt the management mode of separation of construction and operation, and through the deep analysis of project management and loan repayment, project post-evaluation, etc. Can promote the wind power project in the future business phase has a better implementation effect. This paper summarizes the characteristics of project management in the whole process of wind power project, and applies advanced project management theory and method to the construction of wind power station. A set of relatively perfect project management methods suitable for wind power industry development are formed in order to improve the quality of project management and promote the development of wind power generation in China.
