PPP模式对教育公共服务能力的影响研究

【摘要】:教育公共服务是公共服务的核心内容之一,我国经济快速发展的同时,城镇化进程也在不断推进,公民对教育公共服务的需求日益扩大,这就对教育公共服务提出了新的要求。城镇化进程中,外来务工子女的大量涌现与当地义务教育供给不足之间的矛盾,亦成为适龄儿童享受公平公正受教育权利的进一步阻碍。与此同时,作为一种新兴的公私合营模式,PPP通过吸引社会资本参与公共产品和服务的提供,充分发挥公私部门各自的优势,从而实现资源的优化配置和社会福利的最大化。《关于在公共服务领域推广政府和社会资本合作模式的指导意见》(2015年5月国务院办公厅转发国发[2015]42号)要求在交通运输、教育、医疗、卫生、水利、养老、科技等公共服务领域广泛采用政府和社会资本合作模式。《国家教育事业发展“十三五”规划》国发[2017]4号在确定教育现代化指导思想时,强调全面深化教育改革,着力提高教育质量,着力促进教育公平,加快推进教育现代化,实现教育更高质量、更加公平、更有效率、更可持续的发展。而社会资本的引入使得市场机制能更好地发挥其作用,提高教育资源配置效率。因此,研究PPP模式对教育公共服务能力的影响具有重大意义。本文首先梳理了PPP模式和教育公共服务能力国内外文献研究,对PPP模式和教育公共服务能力的概念进行了相关界定,继而对政府失灵理论、民营化理论、新公共管理理论等相关理论进行了介绍,详细论述了有关理论的内容和发展。其次分析了我国PPP模式和教育公共服务能力现状,并把国外PPP模式在公共服务领域运作中的成功经验作为我国运作PPP模式的经验借鉴。本文以教育公共服务为研究对象,通过对PPP模式下教育公共服务的效率分析,从而实证分析PPP模式对教育公共服务能力的影响。具体而言,从效率和公平的角度,PPP模式的参与分别以PPP项目投入下效率和有关教育PPP模式的法规政策数表示,进而研究PPP模式对教育公共服务效率和公平性的影响。分析结果发现,在PPP模式介入程度高的区域中,甘肃省、山东省、江苏省等省份属于PPP模式对教育公共服务能力作用显著的区域,因此,为了进一步考察PPP模式在教育公共服务的实际应用情况,微观上选取江苏省19家小学作为研究样本,调研分析PPP模式对教育公共服务能力的影响。本文研究结果表明:(1)PPP项目资金投入通过对教育公共服务效率的作用提升了教育公共服务能力。PPP模式可以带来教育公共服务的有效性。(2)PPP模式相关的法规政策数和教育公共服务能力负相关。法规条令的非权威性和不稳定性并不能确保教育公共服务的公平性。(3)社会资本投资比与外聘教师比作为PPP模式中的财力投入和人力支持,对教育公共服务起到支撑作用,可以有效提高教育公共服务能力。(4)政府监管机制和风险、收益分配机制的不完善不能带动私人部门投资的积极性,从而从更大层面提供教育公共服务以保证教育公共服务供给的公平性。为此,本文最后给出政策建议,认为应该从放松市场准入制度;建立健全法律法规制度;完善监管和风险、收益分配机制;加强人才培养和引进四个方面完善创新教育公共服务供给的PPP模式,以推动PPP模式的良好运行,提升教育公共服务能力。
[Abstract]:The education public service is one of the core contents of the public service. At the same time, the rapid development of our economy, the process of urbanization is also advancing. The demand for public service of education is increasing. This has put forward new requirements to the public service of education. In the process of urbanization, the emergence of the children from outside to work and the local compulsory education supply in the process of Urbanization At the same time, as a new model of public and private partnership, PPP, as a new public and private partnership model, makes full use of the advantages of public and private sectors by attracting social capital to participate in public goods and services, thus realizing the optimal allocation of resources and society. "The maximization of welfare." guidance on the promotion of government and social capital cooperation in the field of public services ([2015]42 in May 2015 by the State Council Office of the State Council) requires a wide range of government and social capital cooperation patterns in public services such as transportation, education, medical treatment, health, water conservancy, pension and technology. < National Education. The plan of "13th Five-Year", "planning for the development of the enterprise", "national development [2017]4", in determining the guiding ideology of education modernization, emphasizes the overall deepening of educational reform, efforts to improve the quality of education, to promote educational equity, to accelerate the modernization of education, to achieve higher quality of education, to be more equitable, more efficient and more sustainable. The market mechanism can better play its role and improve the efficiency of the allocation of educational resources. Therefore, it is of great significance to study the influence of PPP model on the ability of educational public service. This paper first combs the literature research on PPP model and the ability of educational public service at home and abroad, and defines the concept of PPP model and educational public service ability. Then, the theory of government failure, privatization and new public management theory are introduced, and the content and development of relevant theories are discussed in detail. Secondly, the current situation of PPP model and educational public service ability in China is analyzed, and the successful experience of foreign PPP mode in the field of public service is used as the PPP model of our country's operation. Based on the analysis of the efficiency of educational public service in the PPP model, this paper empirically analyses the impact of PPP mode on the public service ability of education. In detail, from the perspective of efficiency and fairness, the participation of PPP model in the efficiency of the PPP project and the related PPP model of education respectively. The effect of PPP model on the efficiency and fairness of educational public service is studied. The results show that in the areas with high level of PPP intervention, the provinces of Gansu, Shandong, Jiangsu and other provinces belong to the region of the PPP model's role in the educational public service ability, so that the PPP model can be further investigated. The actual application of the public service, microcosmic selected 19 primary schools in Jiangsu Province as the research samples, and analyzed the influence of the PPP model on the educational public service ability. The results of this study showed that: (1) the PPP project fund input promoted the education public service ability.PPP model to bring about Teaching through the role of the educational public service efficiency. The effectiveness of raising public service. (2) the number of laws and policies related to the PPP model is negatively related to the ability to educate public services. The non authority and instability of the regulations will not ensure the fairness of the educational public service. (3) the social capital investment is compared with the external teacher as the financial input and human support in the PPP model. It can effectively improve the public service ability of education. (4) the government supervision mechanism and risk, the imperfect income distribution mechanism can not drive the enthusiasm of private sector investment, thus providing education public services to ensure the fairness of the public service for education from a larger level. It is believed that we should relax the system of market access, establish and improve the system of laws and regulations, improve the mechanism of supervision and risk, distribution of income, and strengthen the PPP model of four aspects to improve the supply of public service in innovative education, in order to promote the good operation of PPP model and improve the ability of teaching and education.
