【摘要】：我国经济发展正处于工业化中期到后期的冲刺阶段。随着当前世界经济发展的趋势；经济增长模式由粗放型向聚集型转变,世界产业分工的不断变化和转移,战略新兴产业发展的深入发展,都使得中国工业产业经济发展形势变得破朔迷离,前景尚不明朗。建平县工业产业伴随着改革开放和工业化进程中的不断发展,虽然得到了阶段性的进展,但是面对当前国内外经济发展的新形势,建平县的工业产业发展面还存在诸多问题,在未来的发展过程中还将面临诸多挑战。为适应国内外经济发展大环境的变化,促进产业结构不断的调整和升级,加快建平县工业产业化进程,完成国家中国制造2025、结构性供给侧改革等一系列政策要求,实现建平县经济发展再度崛起,逆流而上,己势在必行。建平县工业产业发展战略的制定应该立足现有基础,以国家重点产业调整和振兴东北等老工业基地若干意见为指导,以供给侧改革、中国制造2025、京津冀一体化协同发展等国家重大方针政策为契机,坚持以产业机构的调整和升级为主线,坚持环境资源的循环可持续发展,坚持市场主导与政策引导相结合,深刻吸取世界发达经济体工业化发展的经验教训,绝不以牺牲环境换取阶段性的经济发展。为了研究制定符合当前实际的建平县工业产业发展战略,本文首先对产业发展、产业聚集、工业产业循环化发展等相关理论进行了深入学习和研究；其次对建平县工业产业发展的现状做了调查分析、建平县工业产业发展的内部环境和外部环境及建平县周边发展环境进行了调研,并根据现状进行了SWOT分析；再次运用SWOT矩阵分析法分析了建平县工业产业发展面临的机遇和威胁以及现实的优势和劣势。并依据分析结果提出确定了工业产业的发展愿景和长期目标,研究制定了工业产业的发展战略。最后,为确保发展战略的顺利实施,提出了政府及主导部门应提供的相应措施和保障。
[Abstract]:China's economic development is in the middle to the late stage of industrialization. With the current trend of world economic development; economic growth mode from extensive to aggregated, changing and transfer of the world industrial division, in-depth development of the development of strategic emerging industries, the development situation of Chinese industrial economy become mystery, the outlook is unclear. Jianping county industry along with the continuous development of reform and opening up and in the process of industrialization, has been gradual progress, but the face of the current situation of domestic and international economic development, industrial development of Jianping County, there are still many problems, in the process of future development will also face many challenges. In order to adapt to the changing domestic and international economic development environment, promote the adjustment of industrial structure and upgrading, accelerate the industrialization process of Jianping county industry, the completion of the national China manufacturing, 2025 structural supply side reform and a series of policy requirements, to achieve the economic development of Jianping county again rise, upstream is imperative. The development of Jianping county industrial development strategy should be based on the existing foundation, with several opinions of state key industrial restructuring and revitalization of northeast old industrial base as a guide, in order to supply side reforms, China manufacturing 2025, the integration of Beijing Tianjin Hebei collaborative development of major national policy as an opportunity to adhere to the adjustment and upgrading of industrial organization as the main line, sustainable the development of recycling to environmental resources, adhere to market-oriented policies and guide the combination of profound lessons of world industrialization developed economy development, not at the expense of the environment for the stage of economic development. In order to develop in line with the current actual Jianping County Industrial Development Strategy and related theory based on industrial development, industrial clusters, industrial circulation development conducted in-depth study and research; secondly, the development situation of industry of Jianping county industry made the investigation surrounding the analysis, Jianping County Industrial Development of the internal environment and external environment and development environment of Jianping county were investigated, and SWOT analysis were carried out according to the analysis of the status quo; once again facing the industrial development of Jianping county industrial opportunities and threats and the reality of the advantages and disadvantages of using SWOT matrix. On the basis of the analysis results, the development vision and long-term goals of industrial industry have been determined, and the development strategy of industrial industry has been developed. Finally, in order to ensure the smooth implementation of the development strategy, the corresponding measures and safeguards should be provided by the government and the leading departments.
