山西省对外直接投资的产业结构升级效应研究

【摘要】：在开放型经济条件下,通过跨国投资可以在全世界范围内实现资源的合理配置,促进产业结构不断向合理化与高度化演进,推动经济体实现产业结构升级和经济转型发展,这已得到国际国内实践的充分验证。当前国内许多省份大力发展外向型经济,以期实现本地区的经济转型。山西省作为资源型省份,长期以重工业为主的发展模式正遭遇着产业结构不合理、经济增长动能不足的瓶颈。随着对外开放程度的提高,贸易、外商投资以及对外直接投资都是经济全球化趋势带来的新工具和新选择。多年来,山西省立足于通过扩大贸易和吸引外资来促进产业结构升级,但收效甚微。对外直接投资在产业转型中所能贡献的巨大力量,尚未引起足够的重视。因此,如何更好地运用对外直接投资,充分利用外部市场倒逼产业结构升级,是当前山西省开放型经济建设亟需解决的重要问题。本文基于山西省对外直接投资与产业结构升级的现实状况,构建了包含贸易升级、技术升级、国内投资升级、就业升级四个方面的产业结构升级评价体系,系统分析对外直接投资对产业结构升级的作用机制,通过构建时间序列模型,实证检验对外直接投资对山西省产业结构升级总体水平的影响,并通过脉冲响应分析贸易路径、技术路径、投资路径及就业路径这四个传导机制的作用。结果表明,山西省对外直接投资对产业结构的优化升级短期内作用并不明显,但长期来看具有持续的优化促进作用。对外直接投资的贸易传导路径、技术传导路径、投资传导路径及就业传导路径贡献程度不同,但贡献度总体较小。本文认为,应建立并完善境外投资战略体系,在政策引导、金融体系、人才吸引等方面为跨国投资企业提供长期的支持。其次,在贸易往来的基础上,通过对外投资实现更为深入的双边经济合作,并加大对发达国家的技术获取型投资,在与他国经济深度融合的基础上实现自身的转型升级。另外,还应积极推进富余产能的对外转移,积极发展与周边国家的产能合作,为产业升级腾出资源、留足空间。通过提高对外直接投资的水平和质量,使贸易路径、技术路径、投资路径及就业路径充分发挥其作用,实现山西省产业结构的优化升级。
[Abstract]:Under the condition of open economy, the rational allocation of resources can be realized in the whole world through transnational investment, and the industrial structure can be continuously rationalized and advanced. Promoting the economy to realize the upgrading of industrial structure and economic transformation and development, which has been fully verified by international and domestic practice. At present, many domestic provinces vigorously develop export-oriented economy. Shanxi Province, as a resource-based province, is experiencing unreasonable industrial structure for a long time. With the increase of the degree of opening to the outside world, trade, foreign investment and foreign direct investment are the new tools and new choices brought about by the trend of economic globalization. Shanxi Province based on expanding trade and attracting foreign capital to promote the upgrading of industrial structure, but little effect. Foreign direct investment in the industrial transformation can contribute a huge force, has not attracted enough attention. How to make better use of foreign direct investment and make full use of the external market forces the upgrading of industrial structure. It is an important problem that needs to be solved in the construction of Shanxi's open economy. Based on the reality of Shanxi's outward direct investment and upgrading of industrial structure, this paper constructs an upgrade of trade and technology. Domestic investment upgrading, employment upgrading four aspects of the industrial structure upgrade evaluation system, systematically analyze the role of foreign direct investment in industrial structure upgrading mechanism, through the construction of a time series model. Empirical analysis of the impact of FDI on the overall level of industrial structure upgrading in Shanxi Province, and through the impulse response analysis of trade path, technical path. The results show that the impact of FDI on the optimization and upgrading of industrial structure is not obvious in the short term. But in the long run, it has the continuous optimization and promotion function. The contribution degree of the foreign direct investment trade transmission path, technology transmission path, investment transmission path and employment transmission path is different. But the overall contribution is small. This paper believes that we should establish and improve the foreign investment strategy system, in the policy guidance, financial system, talent attraction and other aspects to provide long-term support for multinational investment enterprises. On the basis of trade exchanges, we should realize deeper bilateral economic cooperation through outward investment and increase technology-acquisition investment in developed countries. In addition, we should actively promote the transfer of surplus capacity, actively develop capacity cooperation with neighboring countries, and release resources for industrial upgrading. By improving the level and quality of foreign direct investment, the trade path, technical path, investment path and employment path can be brought into full play, and the industrial structure of Shanxi Province can be optimized and upgraded.
