【摘要】：大力发展战略性新兴产业是优化我国产业结构、提升我国产业综合竞争能力的重要举措。自2010年《国务院关于加快培育和发展战略性新兴产业的决定》出台以来,我国许多省市积极响应,选择和培育战略性新兴产业。产业政策是影响战略性新兴产业发展的外生变量之一,其对于引导和促进战略性新兴产业的发展有着举足轻重的作用。因此,对战略性新兴产业政策进行评价研究具有十分重要的现实意义。在国家倡导大力发展新兴产业的背景下,开展对战略性新兴产业政策的评价研究,可以验证既往产业政策的实施效果,同时找出不足,进而对现有的产业政策进行调整,更好地发挥产业政策对于战略性新兴产业发展的引导和激励作用。近些年来,战略性新兴产业已经逐渐成为促进上海市经济平稳发展的支柱产业,同时上海也是我国产业政策比较发达的地区之一。探讨其战略性新兴产业政策实施效果的优劣,揭示其产业政策的成效与缺陷,进而有针对性地提出对策和建议,对于上海市进一步完善产业政策,进一步促进战略性新兴产业健康、有序发展具有十分重要的意义。基于以上的背景及问题,本文选取上海市战略性新兴产业政策作为研究对象,主要采用定性分析与定量分析相结合的研究方法。首先,分析上海目前所处的经济环境以及所面临的困境,归纳国内外已有的研究成果和研究程度,并对现有研究的不足进行了归纳;其次,对战略性新兴产业政策评价的基本理论进行阐述,为后续研究奠定理论基础;然后,通过对上海战略性新兴产业政策现状的分析,找出产业政策对新兴产业发展的作用和存在的不足;并基于政策在战略性新兴产业发展中具有重要作用的事实,对上海市战略性新兴产业政策的有效性进行了分析;最后,从财政支持、税收优惠、知识产权保护以及政府采购四个方面入手,构建了评价模型,对上海市战略性新兴产业政策满意度进行评价研究。文章的最后对上海市如何进一步完善战略性新兴产业政策提出了对策建议。本文主要存在三个方面的创新:在研究内容上,目前的研究主要集中在战略性新兴产业的选择和发展路径等方面,本文对其政策进行评价,一定程度上弥补了目前学术界存在的缺口;在研究视角上,基于当前战略性新兴产业倍受重视的背景,从宏观和微观两个视角出发,对上海市战略性新兴产业政策进行评价;在研究方法上,通过对相关文献的梳理和总结,本文使用不同的方法、从不同角度对上海市战略性新兴产业政策进行评价。
[Abstract]:Vigorously developing strategic emerging industries is to optimize the industrial structure of our country. Since 2010, the decision of the State Council on speeding up the cultivation and development of strategic emerging industries, many provinces and cities in China have responded positively. Industrial policy is one of the exogenous variables affecting the development of strategic emerging industries, which plays an important role in guiding and promoting the development of strategic emerging industries. It is of great practical significance to evaluate and study the policy of strategic emerging industries. Under the background of national advocacy to vigorously develop new industries, the evaluation research on the policy of strategic emerging industries is carried out. It can verify the implementation effect of previous industrial policies, at the same time find out the deficiencies, and then adjust the existing industrial policies. In recent years, strategic emerging industry has gradually become the pillar industry to promote the steady development of Shanghai economy. At the same time, Shanghai is also one of the developed regions of China's industrial policy. This paper discusses the advantages and disadvantages of the implementation of its strategic emerging industrial policy, and reveals the effectiveness and shortcomings of its industrial policy. Furthermore, it is of great significance for Shanghai to further improve its industrial policies and further promote the healthy and orderly development of strategic emerging industries. Based on the above background and problems. This article selects the strategic emerging industry policy of Shanghai as the research object, mainly adopts the qualitative analysis and the quantitative analysis unifies the research method. First, analyzes Shanghai's present economic environment and the predicament that the Shanghai faces. Summarizes the existing research results and the degree of research at home and abroad, and summarizes the shortcomings of the existing research; Secondly, the basic theory of strategic emerging industry policy evaluation is expounded to lay a theoretical foundation for the follow-up study. Then, through the analysis of the current situation of the strategic emerging industry policy in Shanghai, we find out the role of the industrial policy in the development of the emerging industry and the shortcomings. Based on the fact that policy plays an important role in the development of strategic emerging industries, the effectiveness of Shanghai strategic emerging industry policy is analyzed. Finally, from the financial support, tax preference, intellectual property protection and government procurement four aspects of the evaluation model. Finally, the paper puts forward some countermeasures and suggestions on how to improve the policy of strategic emerging industry in Shanghai. There are three main innovations in this paper:. In terms of research. The current research mainly focuses on the choice and development path of strategic emerging industries. This paper evaluates its policies, to a certain extent, to make up for the existing gaps in academia; From the perspective of research, based on the background of the current strategic emerging industry, from the macro and micro perspectives, the evaluation of Shanghai strategic emerging industry policy; In terms of research methods, by combing and summarizing the relevant literature, this paper uses different methods to evaluate the policy of strategic emerging industries in Shanghai from different angles.
