【摘要】：在当今信息化社会中,集成电路产业是具有极其重要战略意义的产业,其技术实力是一个国家生产力和国际竞争力的重要体现。对于这么一个具有极其重要战略意义的产业,又恰逢世界集成电路产业面临摩尔定律失效,一个重新洗牌的重要发展时期的来临。本文通过对全球集成电路产业发展状况和技术趋势的深刻研究,发现我国与世界先进国家在集成电路产业的差距,结合我国国情取长补短,积极探索产业升级的路径。随着全球集成电路产业的逐渐成熟、市场需求增速放缓以及全球市场激烈的竞争,中国集成电路产业正处于危机与机遇共存的时期。集成电路产业有高投资、高风险的特征,单独依靠企业自身难以实现超越。回顾日、韩集成电路发展史,都是在政府扶持下、在全球集成电路产业低迷期进行逆向投资而崛起的。我国也应发挥自身优势,以政府为主导,整合社会资源,在税收、资金和政策方面对我国集成电路产业的发展进行全方位的支持。制订一整套兼具现实可行性和前瞻发展眼光的战略和政策,联合各高校和企业等相关机构积极参与,为我国集成电路产业的未来的长远发展奠定一个坚实的基础。
[Abstract]:In today's information society, the integrated circuit industry is an industry of extremely important strategic significance. Its technical strength is an important embodiment of a country's productivity and international competitiveness. For such an industry with extremely important strategic significance, it coincides with the failure of Moore's Law in the world's integrated circuit industry. An important development period of reshuffle is coming. This paper finds out the gap between our country and the advanced countries in the integrated circuit industry through the deep research on the development status and technical trend of the global integrated circuit industry. According to the situation of our country, we should actively explore the path of industrial upgrading. With the maturity of the global integrated circuit industry, the growth rate of market demand is slowing down and the global market is fierce competition. China's integrated circuit industry is in a period of crisis and opportunity coexistence. The integrated circuit industry has the characteristics of high investment and high risk, it is difficult to achieve transcendence on its own. Review the history of integrated circuit development in Japan and Korea. With the support of the government, reverse investment in the global integrated circuit industry has risen. Our country should also give play to its own advantages, take the government as the leading, integrate social resources, in tax. In terms of funds and policies, the development of China's integrated circuit industry will be supported in all directions, and a set of strategies and policies with realistic feasibility and foresight development vision will be formulated. In order to lay a solid foundation for the future development of the integrated circuit industry in our country, the institutions of higher learning and enterprises should be actively involved.
