【摘要】：长江中游城市群涵盖了武汉城市圈、环长株潭城市群、环鄱阳湖城市群三个子城市群,包括武汉、长沙和南昌等湘鄂赣三省的31地级以上城市。长江中游城市群区域经济一体化的核心在于其产业分工协作一体化。本文在采用了产业结构相似系数、克鲁格曼指数、份额-偏离分析法、区位熵等多种统计分析方法,考察了长江中游城市群的产业分工和集聚状况。结果表明其产业分工协作一体化主要存在四方面的障碍:一是地区间三次产业结构高度重合,同处工业化中期加速阶段;二是制造业分工协作尚需加强,以摆脱低层次恶性竞争;三是产业集群竞争力不强,未能充分引领区域经济发展;四是核心城市和低层级城市未能构建起有效的产业分工协作体系。长江中游城市群同国内发展水平较高的城市群相比,虽是面积最大的五大国家级城市群之一,但各方面的发展水平还很低。实现一体化的产业分工协作的格局,需要多方面做出共同努力,本文针对性地提出了相关政策建议:一是建立区域间利益协调机制,提高城市群的发展水平;二是构建科学的产业分工合作体系,优化产业空间布局;三是优化升级传统产业,合力建设优势产业集群;四是推动交通等基础设施发展,促进大中小城市间的产业分工合作。从而促进长江中游城市群的协调和可持续发展,建设成为具有国际竞争力的世界级城市群。
[Abstract]:The urban agglomeration in the middle reaches of the Yangtze River covers three sub-urban agglomerations, including Wuhan, Changzhou-Zhuzhou-Xiangtan urban agglomeration and Poyang Lake urban agglomeration. Changsha, Nanchang and other three provinces of Hunan, Hubei and Jiangxi are above 31 cities. The core of regional economic integration of urban agglomeration in the middle reaches of the Yangtze River lies in the integration of industrial division and cooperation. The similarity coefficient of industrial structure is adopted in this paper. Krugman index, equity-deviation analysis, location entropy and other statistical analysis methods. The industrial division and agglomeration of the urban agglomeration in the middle reaches of the Yangtze River are investigated. The results show that there are four main obstacles in the integration of industrial division and cooperation: the first is the high coincidence of industrial structure among different regions. The intermediate accelerated stage of industrialization; Second, the division of labor and cooperation in the manufacturing industry still needs to be strengthened in order to get rid of the low level of vicious competition; Third, the competitiveness of industrial clusters is not strong, which can not fully lead the development of regional economy; Fourth, core cities and low-level cities failed to build an effective industrial division of labor cooperation system. The middle reaches of the Yangtze River urban agglomeration is one of the five largest state-level urban agglomerations compared with the higher level of domestic development. However, the level of development in all aspects is still very low. The pattern of integrated industrial division of labor and cooperation needs to make joint efforts in many aspects. This paper puts forward the relevant policy recommendations: first, to establish the inter-regional interest coordination mechanism to improve the development level of urban agglomeration; Second, build a scientific system of industrial division and cooperation, optimize the spatial distribution of industry; Third, optimize and upgrade the traditional industry and build the superior industrial cluster; The fourth is to promote the development of infrastructure, such as transportation, to promote industrial cooperation between large, medium and small cities, thus to promote the coordination and sustainable development of the urban agglomeration in the middle reaches of the Yangtze River, and to build itself into a world-class urban agglomeration with international competitiveness.
