油气产业政府监管效能评价研究

【摘要】：油气产业是世界上最大的能源产业,现已成为推动现代社会经济发展最重要的动力。研究表明：目前世界上绝大多数国家对油气产业均采用直接由政府来“监管”的管理模式,其政府监管的效果和能力的测定成为衡量政府政策实力的主要标准。研究表明：我国政府监管效能评价工作起步晚、覆盖范围小,除经济、公共监管领域外其他领域研究非常少,仍处于初始阶段。因此众多学者提出：当前我国政府监管效能评价工作应从体制、机制、规范等多方面着手,建立一套普适的政府监管绩效评价体系。本文首先对油气产业政府监管效能相关概念及理论进行阐述；结合实际对我国油气产业相关政府监管机构及职责进行梳理,提出我国油气产业政府监管存在的问题。再运用层次分析法提出政府内部管理和政府外部监管两维度效能评估指标体系,对指标体系进行优化处理和效度检验,为政府监管效能提供科学的评估工具；运用相容矩阵原理确定指标权重,运用一般模糊评价法和直觉模糊综合评价法构建油气产业政府监管效能评价模型。最后通过调研数据和文献研究对我国油气产业政府监管效能进行实证研究；对当前我国油气产业政府监管提出可行性建议。
[Abstract]:The oil and gas industry is the world's largest energy industry, has become the most important driving force to promote the economic development of modern society. Research shows that most countries in the world on the oil and gas industry are used directly by the government to "supervision" management model, the effect of government regulation and the determination of the ability has become the main measure of government policy the strength of the research showed that the evaluation of the effectiveness of government regulation work started late in China, the coverage of small, in addition to economic, public supervision field and other fields is very small, is still in the initial stage. So many scholars put forward: from the mechanism of current system, evaluation of the effectiveness of government regulation in our country, norms in various aspects, the establishment of a a universal government performance evaluation system.
Firstly, the oil and gas industry government supervision efficiency related concepts and theories; combined with the actual situation of China's oil and gas industry related government regulatory agencies and responsibilities of combing, proposed the existence of government regulation of China's oil and gas industry. Then using the government internal management and external supervision two dimensions of government performance evaluation index system AHP to optimize the processing method and validity of the index system, provide a scientific evaluation tool for the effectiveness of government regulation; determined the index weight by using matrix principle, using fuzzy evaluation method and fuzzy comprehensive evaluation method to build evaluation of oil and gas industry government supervision effectiveness model. Finally, through the research data and literature research empirical research on China the effectiveness of government regulation of oil and gas industry; on the current China's oil and gas industry government regulation puts forward some feasible suggestions.
