【摘要】：在我国,如何破解农业投融资困境一直是经济学家和金融学家致力研究的问题。而农业产业投资资金不足是长期存在的客观问题,是制约我国"三农"发展的主要障碍之一。其实,社会资本并不缺钱,关键是农业产业领域缺乏为他们的资金带来升值的投资目标和投融资机制。一边是社会资本在寻找投资机会,另一边是农业领域缺少资金陷入发展困难。分析其原因,无非两个方面:一方面是农业基础薄弱,生产力落后,生产周期长,缺少资本积累,不具备对社会资本的吸引力;另一方面是传统的投融资手段少,缺乏一个积极的投融资平台。而我们能做的是改善农业投融资的渠道,设计一个新的投融资机制,疏通农业投融资渠道,将社会资本引入农业产业领域。农发行发展设立农业产业投资基金是针对农业领域的一种创新型的金融制度安排。它将社会闲散资金汇集起来投资于农业,促进农业产业化、规模化发展,在推动涉农企业做大做强和促进农业发展方面的作用越来越受到重视。在政策利好的环境下,农业产业投资基金正呈现出蓬勃发展的局面。从地方政府到中央企业,从银行到基金公司,从产业界大企业集团到金融机构,对农业投资开始了实质性布局。本文在已有研究成果的基础上,以经济学理论为基础,利用理论研究、实证分析、案例分析等研究方法,从农业产业投资基金的内涵入手,基于对农业产业投资基金运作与管理现状的分析,从发起模式、组织形式、项目投资决策、风险防范与控制、激励约束机制等方面深入研究了农发行发展农业产业投资基金发展问题,以提高我国农业产业投资基金的运行效率。最后提出了我国发展农业产业投资基金的扶持政策和保障机制。本文通过四个部分来阐述:第一部分包含第一章。重点是对研究问题的提出、研究思路和方法、主要结论、国内外的研究成果、创新亮点等基本问题进行说明。第二部分包含了第二章、第三章,对农业产业投资基金运作及管理的理论和农发行农业产业投资基金的发展需求进行了阐述。第三部分包括第四章,论述解决农发行农业产业投资基金的运行模式并阐述政府在农发行农业产业投资基金中应发挥的作用。第四部分包括第五章,阐述了农发行发展农业产业投资基金的结论和创新点以及本文研究存在的不足和尚待探究的内容。
[Abstract]:In China, how to solve the plight of agricultural investment and financing has been a problem that economists and financiers have been working hard to study, and the lack of investment funds in agricultural industry is a long-term objective problem. It is one of the main obstacles to the development of agriculture, rural areas and farmers in China. In fact, social capital is not short of money. The key is the lack of investment targets and investment and financing mechanisms for their capital appreciation in the field of agricultural industry. On the other hand, social capital is looking for investment opportunities. On the other hand, the lack of funds in the field of agriculture is difficult to develop. The analysis of the reasons is nothing more than two aspects: on the one hand, the agricultural foundation is weak, the productivity is backward, the production cycle is long, and the capital accumulation is lacking. Lack of attraction to social capital; On the other hand, the traditional means of investment and financing are few and lack of an active investment and financing platform. What we can do is to improve the channels of agricultural investment and financing, design a new mechanism of investment and financing, and unblock the channels of agricultural investment and financing. The establishment of the Agricultural Industry Investment Fund for Agricultural Development is an innovative financial system arrangement for agriculture. It brings together social idle funds to invest in agriculture. To promote the industrialization of agriculture, large-scale development, in promoting the agribusiness to become bigger and stronger and to promote the role of agricultural development has been paid more and more attention. In a favorable policy environment. Agricultural industry investment funds are showing a booming situation, from local governments to central enterprises, from banks to fund companies, from industrial conglomerates to financial institutions. On the basis of the existing research results, based on the theory of economics, the use of theoretical research, empirical analysis, case analysis and other research methods. Starting with the connotation of the agricultural industry investment fund, based on the analysis of the current situation of the operation and management of the agricultural industry investment fund, from the initiation mode, the organization form, the project investment decision, the risk prevention and the control. In the aspect of incentive and restraint mechanism, the development of agricultural industry investment fund of Agricultural Development Bank is deeply studied. In order to improve the operating efficiency of agricultural industry investment fund in China, this paper puts forward the supporting policy and guarantee mechanism for the development of agricultural industry investment fund in China. The first part contains the first chapter. Research ideas and methods, main conclusions, research results at home and abroad, innovation highlights and other basic issues are explained. The second part includes the second chapter, the third chapter. The theory of the operation and management of agricultural industry investment fund and the development needs of agricultural industry investment fund of Agricultural Development Bank are expounded. The third part includes 4th chapters. This paper discusses the operating mode of the Agricultural Industry Investment Fund of Agricultural Development Bank and expounds the role that the government should play in the agricultural industry investment fund of Agricultural Development Bank. Part 4th includes 5th chapters. This paper expounds the conclusion and innovation of agricultural industry investment fund of Agricultural Development Bank, the deficiency of this paper and the content that remains to be explored.
