河南省产业升级与劳动力匹配研究

【摘要】：当前,我国的市场经济制度已经逐步建立起来,产业结构调整正深入的推进,产业升级成为必然的趋势。已有的研究表明,产业升级会对劳动力的就业产生一定的影响。河南省作为一个传统的农业大省,第一产业在整体经济中占据重要位置,且第一产业的劳动力就业数量占比也较高。随着产业升级的推进,河南省的产业结构发生了改变,而劳动力结构也随之发生了变化,产业升级与劳动力匹配问题就越发突出,基于此,本文对河南省的产业升级与劳动力匹配情况展开相关研究。本文首先通过对河南省产业升级和劳动力就业市场的现状进行分析,发现河南产业转型升级取得了重大进展,产业结构优化效果显著,但河南省三次产业结构的调整仍不协调,相对于全国而言有所滞后,第三产业发展不充分;劳动力市场方面,新增城镇就业量增速缓慢,就业结构转变滞后于产业升级进程。其次,本文通过应用三次产业的就业结构偏离度、就业弹性和比较劳动生产率这三个经济数据指标进行定量分析,验证了河南省劳动力就业结构滞后于产业结构的调整。然后,本文着重探讨了河南省产业升级对农民工和高校毕业生这两类劳动力群体的就业所产生的影响,发现产业升级正逐步改变着农民工区域间流动的格局和其就业的产业分布情况,并要求农民工要有更高的就业技能;产业升级对高校毕业生来说是机遇和挑战并存。最后,基于前文的分析,本文分别从促进三次产业结构升级以及优化劳动力就业方面提出具体的政策调整建议。即我们应当持续发展现代农业,大力创建新型工业,促进现代化服务业的发展,更好地实现三次产业结构的调整,同时还应当推进户籍制度改革,改变城乡二元结构,构建职业教育体系,加强职业技能培训,加强劳动力市场建设,完善就业保障制度。
[Abstract]:At present, the market economy system of our country has been gradually established, the adjustment of industrial structure is advancing deeply, and the upgrading of industry has become an inevitable trend. Industrial upgrading will have a certain impact on the employment of labor. As a traditional agricultural province, the primary industry occupies an important position in the overall economy. With the promotion of industrial upgrading, the industrial structure of Henan Province has changed, and the structure of labor force has also changed. The problem of industrial upgrading and labor matching is more and more prominent, based on this. This paper studies the industrial upgrading and labor force matching in Henan Province. Firstly, this paper analyzes the current situation of industrial upgrading and labor market in Henan Province. It is found that great progress has been made in the industrial transformation and upgrading of Henan Province, and the effect of industrial structure optimization is remarkable, but the adjustment of the three industrial structures in Henan Province is still not coordinated, which lags behind compared with the whole country, and the development of the tertiary industry is not sufficient. In the aspect of labor market, the increase of employment volume in new cities and towns is slow, and the transformation of employment structure lags behind the process of industrial upgrading. Secondly, this paper applies the degree of deviation of employment structure of three industries. The quantitative analysis of employment elasticity and comparative labor productivity proves that the employment structure of Henan Province lags behind the adjustment of industrial structure. This paper focuses on the impact of industrial upgrading on the employment of migrant workers and college graduates in Henan Province. It is found that industrial upgrading is gradually changing the pattern of regional mobility of migrant workers and the industrial distribution of their employment, and requires migrant workers to have higher employment skills; Industrial upgrading is an opportunity and a challenge for college graduates. Finally, based on the previous analysis. This paper respectively from the promotion of three industrial structure upgrading and optimization of labor force employment aspects of specific policy adjustments, that is, we should continue to develop modern agriculture, vigorously create new industries. Promote the development of modern service industry, better realize the adjustment of the third industrial structure. At the same time, we should promote the reform of household registration system, change the dual structure of urban and rural areas, build a vocational education system, and strengthen vocational skills training. We will strengthen the construction of the labor market and improve the employment security system.
