【摘要】：花卉产业是集社会、经济、生态三者效益为一体的活力产业。2013年国家林业局正式公布了《全国花卉产业发展规划(2010-2020)》,为我国花卉产业的发展带来了巨大的机遇,也为建造美丽新中国添加了新能源。清流县依托其自然地理优势、政府的高度重视和花农的精心培育,产业效益逐步提升、产业格局初步形成、产品结构逐步优化、龙头企业渐成规模、产品品牌不断提升,成为福建省花卉产业主产区之一。但是,清流县花卉产业起步于上个世纪80年代,发展时间较短,与发达地区相比,仍然存在着很大的差距。因此,研究清流县的花卉产业具有重要的现实意义。本文首先以比较优势理论、农业产业化理论、主导产业理论为指导,在实地调研的基础上,借助SWOT分析法对清流县花卉产业的内外部环境进行全面的分析,得出清流县花卉产业具有自然条件优越、产业经济效益显著、劳动力丰富且廉价、对台合作等优势；具有品种规模不协调、科技含量低、市场流通秩序混乱、服务体系不配套等劣势；具有花卉产业转型升级、产业政策推动、电商蓬勃发展、交通不断便捷等机遇；具有消费观转变快、国内外同行竞争激烈、自主知识产权保护、贸易技术壁垒增强等挑战；接着用SWOT-AHP分析法,根据S、W、O、T四个总强度向量值确定wO策略是清流县花卉产业的最优发展策略,最后提出清流县花卉产业的发展措施：一是提高花卉附加值策略；二是市场升级策略；三是加强政府扶持策略；四是全面创新,推进人才与科技发展策略；五是深入产业化提升品牌策略。

Therefore, it has important practical significance to study Qingliu County flower industry. In this paper, the theory of comparative advantage, agricultural industry The theory, the leading industry theory, on the basis of the investigation, to conduct a comprehensive analysis of Qingliu County flower industry's internal and external environment by using SWOT analysis method, the Qingliu County flower industry with superior natural conditions, industrial economic benefits, cheap and abundant labor, cooperation in Taiwan has a variety of scale advantage; coordination, low technology content, the market circulation disorder, service system is not complete and other disadvantages; with flower industry transformation and upgrading, promote industrial policy, business booming, convenient traffic constantly with consumption opportunities; the change of the concept of fast, fierce competition in domestic and foreign counterparts, intellectual property protection, technical barriers to trade challenges followed by enhancement; according to SWOT-AHP analysis, S, W, O, T a total of four strength vector valued wO strategy is the optimal strategy to determine the development of flower industry in Qingliu County, finally Qingliu County flower industry The development measures include: first, the strategy to increase the added value of flowers; the two is the market upgrading strategy; the three is to strengthen the government support strategy; the four is to comprehensively innovate and promote the development strategy of talents and technology; five, we should further industrialization and enhance the brand strategy.
