留用地产业布局特征及影响因素研究——以广州市白云区为例

【摘要】：留用地政策保障了被征地农民的长久生计,得到了农民的支持,但由于对"小而散"的留用地产业分布特征及影响因素缺乏足够认知,因而缺乏针对性的规划引导产业发展,一定程度上限制了留用地政策效用的发挥。据此,本文以广州市白云区为例,借鉴产业布局理论,探索了留用地产业分布特征及影响因素,以期为留用地产业发展提供指导。结果表明:白云区留用地产业布局呈现"整体分散,局部集中"态势,沿交通要道呈轴线布局形式,说明留用地产业发展对交通条件依赖性较强;此外,交通因素、到镇中心距离因素及地块形状因素对产业布局有重要影响,在未来产业规划中应加以重视;同时,留用地产业特征明显,交通运输及仓储业对交通条件要求极高,且距镇中心相对较远,商业金融业则距离镇中心较近,批发零售业特征不明显。因此,留用地产业引入及规划应制定差异化策略,交通运输及仓储业应以交通及距离为引导,商业金融业则应关注产业地块到镇中心的距离。
[Abstract]:The retained land policy guarantee by the long-term livelihood of farmers, gained the support of the peasants, but due to the factors of "small and scattered" land industry distribution and influence the lack of sufficient awareness, and lack of specific planning and guide the development of the industry, to some extent limit the reserved land policy effectiveness. Therefore, in this paper, Baiyun District of Guangzhou city as an example, from the industrial layout theory, explore the factors of the retained land industry distribution and influence, in order to provide guidance for land industry development. The results show that the Baiyun District land showed the whole industrial layout scattered, local concentration trend, in the form of traffic along the axis of the layout description the development of industry of traffic conditions retained strong dependence; in addition, the traffic factors, to the town center distance factors and block shape factors on the industrial layout has an important influence, to attach importance to the industry planning in the future; and When the characteristics of retained land industry, transportation and warehousing requirements of traffic conditions, and relatively far away from the center of town, commercial finance from the town center is near the wholesale and retail industry characteristics is not obvious. Therefore, the introduction of planning and land industry should develop differentiated strategies, transportation and warehousing industry should be based on traffic and distance to guide the commercial banking industry should pay attention to the distance from the center of town land.
