【摘要】：进入21世纪以来,科技的进步和创新能力的加强都极大地推动了世界经济的发展速度,促进了全球一体化的步伐,同时也增强了世界各国之间竞争的激烈程度。高新技术产业作为一个科技含量高、知识密集型的潜力产业极大地促进全球经济的发展,因此许多国家都把目光转向了高新技术产业的发展上来。凭借其独特的优势和特点,高新技术产业在各国广受重视并被视为增强综合国力的关键产业。在这种发展趋势下,世界上的各个国家积极研发高新技术,目的就是大大加快本国高新技术产业的发展,在世界综合国力的竞争中占据有利位置。在这种国际形势和压力之下,我国也不甘落后,为了更好地发展高新技术产业,党和政府积极地制定完善的法律法规体系,加大高新技术科研开发的投入力度,加速企业自主创新能力,加快高水平人才的培养和引进力度。大连是北方的重要城市,正确认识和积极研究大连高新技术产业的发展具有十分重大的意义。首先,大力发展高新技术产业能够有效地转变大连经济发展结构和经济增长方式。其次,发展高新技术产业有利于促进大连政府职能转变和体制创新。最后,研究高新技术产业发展的问题可以促进大连制定更加明确和清晰的高新技术产业发展规划,借鉴发达国家和地区的经验,从而形成具有本土特色的方法和经验。经过二十多年的发展,大连高新技术产业取得了长足的进步和可喜的成果,产业规模不断增大,支撑体系不断完善,高新技术开发区不断壮大。但是,大连在发展高新技术产业的道路上还有很多不足和问题。这就需要全面认识高新技术产业的发展现状,制定合理全面的产业发展规划,加强高新技术产品的研发力度,增强自主创新能力,重视人才和培养和引进,积极借鉴发达国家和地区的发展经验,形成以高新技术产业的发展为主要推动力,各项事业全面发展的格局。本文主要研究的是大连市高新技术产业发展分析,在这其中首先全面地介绍了高新技术产业的内涵、特征,并通过借鉴发达国家和地区高新技术产业发展的经验,指出大连高新技术产业发展中的问题和不足,最后运用科学的研究方法提出解决大连市高新技术产业发展的对策和建议。
[Abstract]:Since 21th century, the progress of science and technology and the enhancement of innovation ability have greatly promoted the development of the world economy and the pace of global integration. At the same time, it also increases the intensity of competition among countries in the world. As a potential industry with high science and technology content and knowledge intensive, high-tech industry has greatly promoted the development of the global economy. Therefore, many countries have turned their attention to the development of high-tech industries. With its unique advantages and characteristics. High-tech industry is widely valued in various countries and is regarded as the key industry to enhance the comprehensive national strength. Under this development trend, various countries in the world actively research and develop high and new technology. The aim is to speed up the development of our high-tech industry and occupy a favorable position in the competition of the world's comprehensive national strength. Under this international situation and pressure, China is not willing to lag behind. In order to better develop high-tech industries, the Party and the government have actively formulated a sound legal and regulatory system, increased investment in high-tech scientific research and development, and accelerated the independent innovation capability of enterprises. Dalian is an important city in the north. It is of great significance to correctly understand and actively study the development of Dalian high-tech industry. Vigorously develop high-tech industries can effectively change the structure of economic development and economic growth in Dalian. Secondly, the development of high-tech industries will help to promote the transformation of government functions and institutional innovation in Dalian. The research on the development of high-tech industry can promote Dalian to formulate a clearer and clearer plan for the development of high-tech industry, and learn from the experience of developed countries and regions. After more than 20 years of development, Dalian high-tech industry has made considerable progress and gratifying results, the industrial scale continues to increase, the support system is constantly improved. However, Dalian still has many shortcomings and problems on the way of developing high-tech industry. This requires a comprehensive understanding of the current situation of high-tech industry development. We should formulate a reasonable and comprehensive industrial development plan, strengthen the research and development of high-tech products, enhance the ability of independent innovation, attach importance to talent training and introduction, and actively learn from the development experience of developed countries and regions. The formation of the high-tech industry development as the main driving force, the overall development of various undertakings pattern. This paper mainly studies the development of high-tech industry in Dalian. First of all, it introduces the connotation and characteristics of high-tech industry, and points out the problems and shortcomings in the development of high-tech industry in Dalian by learning from the experiences of developed countries and regions. Finally, the countermeasures and suggestions to solve the development of high-tech industry in Dalian are put forward by using scientific research methods.
