【摘要】：正注重提案价值转化催生产业发展硕果淮阳县政协紧紧围绕党政中心工作,以助推产业集聚区发展为着力点,以提案为抓手,注重价值转化,围绕管理规范、提档升级、环境打造、政策完善、难题破解等方面,多策并举,有力助推了产业集聚区发展。近年来,淮阳县产业集聚区发展迅速、成绩喜人,但在管理、融资、政策、环境、质量等方面仍然存在一些制约集
