【摘要】：食用菌产业作为“高产、优质、高效、生态、安全”的朝阳产业,具有不与农争时、不与人争粮、不与粮争地、不与地争肥的特点。食用菌产业的发展对实现经济、生态、社会三大效益有机统一有着十分重要的现实意义。河北省是食用菌的生产大省,平泉县作为河北省食用菌生产的大县,充分发挥区位、资源、气候、技术等优势大力发展食用菌产业。经历了几十年的探索与发展,食用菌产业生产规模不断壮大,成为华北最大的食用菌生产基地,成为平泉县富民立县的支柱特色产业,成为农民增收脱贫致富的第一产业。本文从平泉县食用菌产业发展的现状入手,总结了平泉县食用菌产业发展呈现出产业基地规模化、企业发展集群化、营销渠道多元化、服务体系网络化、激励政策科学化、产品质量安全化、产业发展循环化和产业提升创意化八大特征。从平泉县食用菌的生产环节、营销环节和服务环节三个环节,阐述了产业发展存在园区效益低、技术人员匮乏、组织化水平差、深加工能力弱、融资渠道不畅和信息化平台不健全等诸多问题。运用SWOT战略分析方法,基于平泉县食用菌产业发展的内在条件和外在环境,针对平泉县食用菌发展过程中的优势(Strength)、劣势(Weakness)、机会(Opportunity)和威胁(Threat)进行深入分析,如何挖掘自身的潜力,利用有利条件,提高自身的核心竞争力,并提出优化SO战略(利用机会,发挥优势)、WO战略(利用机会,弱化劣势)、ST战略(利用优势,迎接挑战)和WT战略(减小劣势,迎接挑战)四大战略目标。针对农业园区、种植大户和龙头企业不同的食用菌产业组织,选取黄土梁子扶贫园区模式、松树台种植大户入住园区模式、森源公司龙头组织模式三个成功典型模式,从发展背景、主要做法和取得成效三个方面入手,分析模式形成过程,总结模式成功经验,以利于推广借鉴。最后,从加大政策性扶持、支持产业科研、保证产品质量安全、发挥市场功能、加强人才队伍建设、发展食用菌文化和重视生态效益等角度,提出了发展的建议,从而促进平泉县乃至全省食用菌产业的健康快速发展,实现经济效益、社会效益、生态效益的有机统一。
[Abstract]:As a sunrise industry with "high yield, good quality, high efficiency, ecology and safety", the edible fungus industry has the characteristics of not competing with agriculture, people and land. The development of edible fungus industry has a very important practical significance to realize the organic unification of economic, ecological and social benefits. Hebei Province is a large province of edible fungus production. Pingquan County, as a big county of edible fungus production in Hebei Province, has been exploring and developing for decades because of the advantages of location, resources, climate, technology and so on. The production scale of edible fungus industry continues to grow, becoming the largest edible fungus production base in North China and the pillar characteristic industry of Fuminli County in Pingquan County. This paper starts with the current situation of edible fungus industry development in Pingquan County, and summarizes the development of edible fungus industry in Pingquan County showing the scale of industrial base and the cluster of enterprise development. Marketing channels are diversified, service system is networked, incentive policy is scientific, product quality is safe, industry development is circular and industry promotion is creative, from the production link of edible fungus in Pingquan County. Marketing link and service link three links, elaborated the industrial development existence park benefit is low, the technical personnel is scarce, the organization level is poor, the deep processing ability is weak. Using SWOT strategic analysis method, based on the internal conditions and external environment of edible fungus industry development in Pingquan County. In view of the development of edible fungi in Pingquan County, the advantage of Strengthia, the disadvantage is Weakness. Opportunity opportunity) and threat threat) to analyze how to tap their potential and make use of the favorable conditions to improve their core competitiveness. And put forward to optimize so strategy (make use of the opportunity, give full play to the advantage to the WO strategy (utilize the opportunity, weaken the inferior position to the St strategy (utilize the advantage, meet the challenge) and WT strategy (reduce the inferiority). Meet the challenge) four strategic objectives. In view of the agricultural park, planting large households and leading enterprises of different edible fungus industry organizations, select Loess Liangzi poverty alleviation park model, pine tree platform planting large households into the park model. The three successful typical models of the leading organization model of Sanyuan Company are analyzed from three aspects of the development background, main methods and achievements, and the successful experience of the model is summarized. Finally, it is helpful to popularize and use for reference. From the angles of increasing policy support, supporting industrial scientific research, ensuring product quality and safety, giving full play to market function, strengthening the construction of talent team, developing edible fungus culture and attaching importance to ecological benefits, the paper puts forward some suggestions for development. Thus, it can promote the healthy and rapid development of edible fungus industry in Pingquan County and even the whole province, and realize the organic unification of economic, social and ecological benefits.
