【摘要】:在全球能源日趋紧张,节能需求日益增强的时代背景下,LED照明作为新一代的绿色照明方式成为各国争相发展和突破的领域。自1983年开始发展至今,我国LED照明产业已经被列为战略性新兴产业,步入产业发展的黄金时期。但国产LED高端装备的落后已经成为困扰我国LED照明产业发展的关键,急需自主创新实力的提升。而LED装备企业和LED生产企业的合作创新则是促进LED照明产业自主发展的必由之路。可由于多种原因,国内LED生产企业与装备企业的合作意愿不强、合作过程不畅、合作成果较少,己经成为制约整个产业发展的突出问题,亟待通过有效地方式解决。因此,本研究聚焦于LED照明产业合作创新问题,通过行业深度调研、访谈、咨询等方式,剖析行业问题和原因,为政府行为决策提供科学地指导和建议。首先,本文对合作创新的基本理论进行梳理,提出产业链合作创新的研究框架,并对美国国家制造创新网络、德国弗朗霍夫协会、台湾工研院等国际三个主要先进案例进行研究,指出准确产业功能定位、创新生态系统以及科学合理政策环境对于合作创新的重要性。其次,通过对调研访谈内容的深度挖掘,总结国内LED照明产业合作创新历程,以及三大合作创新举措。同时,LED照明产业的合作创新四大成果:装备技术实力提升、市场占有率提高、服务能力获得认可、生产企业获得多方收益。然后,本文从四个角度对国内LED照明产业合作创新所表现的问题进行了梳理,主要包括生产企业动力不足、合作创新运作机制缺失和合作创新成果质量偏低等多个方面。接着,结合产业链合作创新框架和调研访谈记录,从产业链内部和产业链外环境两个角度入手,提出了造成LED照明产业合作创新困境的四个主要原因:技术创新能力不强、合作创新冲突严重、国外厂商冲击以及政策制定不合理。最后,从政府的视角,借鉴国际先进案例经验,针对四大主要原因,分别提出了相应地意见和建议:发挥政府和市场的协同效应、科学规划布局合作创新、提升技术创新实力、构建产业链创新体系、提高科研成果转化效率、加强定向性政策扶持。
[Abstract]:As a new generation of green lighting, LED lighting has become the field of development and breakthrough in the world. Since 1983, LED lighting has been developed since 1983. China's LED lighting industry has been listed as a strategic emerging industry, entering the golden period of industrial development. However, the backwardness of domestic LED high-end equipment has become the key to the development of China's LED lighting industry. It is urgent to upgrade the strength of independent innovation. The cooperative innovation between LED equipment enterprises and LED manufacturing enterprises is the only way to promote the independent development of LED lighting industry. Domestic LED production enterprises and equipment enterprises are not willing to cooperate, the cooperation process is not smooth, the cooperation results are less, which has become a prominent problem that restricts the development of the whole industry, and needs to be solved by effective way. This study focuses on the innovation of LED lighting industry cooperation, through industry in-depth research, interviews, consulting and other ways to analyze the industry problems and reasons, for government behavior decision-making to provide scientific guidance and advice. In this paper, the basic theory of cooperative innovation is combed, the research framework of industrial chain cooperative innovation is proposed, and the national manufacturing innovation network of the United States, Franchoff Association of Germany. Taiwan Industrial Research Institute and other international three major advanced cases to study, pointing out the accurate location of industrial function, innovation ecosystem and scientific and reasonable policy environment for cooperative innovation importance. Through the in-depth mining of the research and interview content, summarizes the domestic LED lighting industry cooperation innovation process, as well as the three major cooperative innovation measures. At the same time. LED lighting industry cooperation and innovation of the four major achievements: equipment technical strength, market share increased, service capacity recognized, production enterprises to obtain multiple benefits. Then. This paper combs the problems of domestic LED lighting industry cooperation innovation from four angles, mainly including the lack of power of production enterprises. The lack of cooperative innovation operation mechanism and the low quality of cooperative innovation results. Then, combined with the industrial chain cooperation innovation framework and research interview records, from the industrial chain internal and external environment two angles. This paper puts forward four main reasons that cause the difficulty of LED lighting industry cooperation innovation: the technical innovation ability is not strong, the cooperation innovation conflict is serious, the foreign manufacturer impact and the policy formulation is unreasonable. Finally, from the government's angle of view. Referring to the international advanced case experience and aiming at the four main reasons, this paper puts forward corresponding opinions and suggestions: bring into play the synergistic effect between the government and the market, scientifically plan the layout, cooperate and innovate, and enhance the strength of technological innovation. Build the innovation system of industry chain, improve the efficiency of transformation of scientific research achievements, and strengthen the targeted policy support.
