中国可再生能源产业电价补贴政策绩效研究——基于省际面板数据的实证分析

【摘要】：可再生能源产业电价补贴政策有利于促进可再生能源产业快速发展。采用2006年~2015年31个省(市、区,以下简称省份)的省际面板数据,对全国和东中西部可再生能源产业电价补贴政策的具体绩效进行了实证分析,进而提出了积极引入绿色证书政策等电价管制政策、积极促进可再生能源电力消纳、加大电力投资中的可再生能源电力投资、从财税政策方面激励可再生能源开发利用等政策建议。
[Abstract]:The policy of electricity price subsidy in renewable energy industry is helpful to promote the rapid development of renewable energy industry. The provincial panel data of 31 provinces (cities, districts, hereinafter referred to as provinces) from 2006 to 2015 are used. This paper makes an empirical analysis on the specific performance of the electricity price subsidy policy in the national, eastern, western and central, western and eastern renewable energy industry, and then puts forward the positive introduction of green certificate policy and other electricity price control policies. We should actively promote the absorption of renewable energy and electricity, increase the investment of renewable energy and power in electric power investment, and encourage the development and utilization of renewable energy in terms of fiscal and tax policies.
