【摘要】：战略性新兴产业具有战略引领性、技术创新性、可持续发展性等特征,代表未来科技和产业发展方向,能够成长为主导产业或支柱产业,对社会经济发展影响深远。在当今国际经济形势下,发展和培育战略性新兴产业是必然趋势,也是浙江省经济转型的需要。"十二五"以来,浙江省战略性新兴产业不断发展,节能环保产业和新材料产业发展规模较大,已成为行业发展的主力,新一代信息技术和物联网产业、新能源产业发展势头迅猛。发展战略性新兴产业能够提升浙江省的经济实力,形成新的经济增长点。"十三五"时期是浙江省经济发展的关键时期,为更好地促进浙江省战略性新兴产业的发展,需详细了解其发展水平,并进一步研究各因素对其发展的影响。本文首先运用描述统计对浙江省战略性新兴产业总体状况进行分析,并进行行业间比较,了解现阶段浙江省战略性新兴产业的总体发展状况。其次,从产业内涵出发,构建可操作的评价指标体系,运用主成分分析和因子分析方法,对浙江省战略性新兴产业的发展情况进行综合评价,考察现阶段浙江省战略性新兴产业的发展态势。研究结果显示:浙江省战略性新兴产业中发展最好的是新一代信息技术和物联网产业,其次是节能环保产业、高端装备制造产业;新能源产业、新能源汽车的发展速度较快,特别是新能源产业,于2015年达到行业领先水平;生物产业、新材料产业、核电关联产业发展状况较好;海洋新兴产业发展状况则较差。本文运用面板数据构建回归模型,定量分析了驱动因素对浙江省战略性新兴产业发展的影响。研究发现,目前浙江省战略性新兴产业的发展主要受到RD人员、拥有有效专利数、税收优惠、其他产业发展状况的影响。人才强度、科技力量、政府支持和产业支撑对浙江省战略性新兴产业的发展均有正的影响力。其中,产业基础对浙江省战略性新兴产业的发展影响最大,其次是政府支持,人才强度和科技力量对浙江省战略性新兴产业的发展影响也较大。物质资本投入和开放程度对浙江省战略性新兴产业的发展影响并不显著。本文最后基于研究结论,提出推动浙江省战略性新兴产业发展的相关建议。
[Abstract]:Strategic emerging industries have the characteristics of strategic leadership, technological innovation, sustainable development, representing the future direction of science and technology and industrial development, and can grow into leading industries or pillar industries. In the current international economic situation, the development and cultivation of strategic emerging industries is an inevitable trend, but also the need of economic transformation in Zhejiang Province. "12th Five-Year Plan". Zhejiang strategic emerging industries continue to develop, energy-saving and environmental protection industries and new materials industry development scale, has become the main industry development, a new generation of information technology and the Internet of things industry. The new energy industry is developing rapidly. The development of strategic emerging industries can enhance Zhejiang's economic strength and form a new economic growth point. The 13th Five-Year Plan period is the key period of Zhejiang's economic development. In order to better promote the development of strategic emerging industries in Zhejiang Province, it is necessary to understand its development level in detail. And further study on the impact of various factors on its development. Firstly, this paper uses descriptive statistics to analyze the overall situation of strategic emerging industries in Zhejiang Province, and carries on the industry comparison. To understand the overall development of strategic emerging industries in Zhejiang Province at this stage. Secondly, starting from the connotation of the industry, building an operational evaluation index system, using principal component analysis and factor analysis methods. The development of strategic emerging industries in Zhejiang Province is comprehensively evaluated. The research results show that the new generation of information technology and Internet of things industry is the best in the strategic emerging industries in Zhejiang Province, followed by energy-saving and environmental protection industries. The paper uses panel data to build a regression model to quantitatively analyze the impact of driving factors on the development of strategic emerging industries in Zhejiang Province. At present, the development of strategic emerging industries in Zhejiang Province is mainly affected by Rd personnel, the number of valid patents, tax preferences, the development of other industries, the strength of talents, and the strength of science and technology. Government support and industrial support have a positive impact on the development of strategic emerging industries in Zhejiang Province. Among them, the industrial base has the greatest impact on the development of strategic emerging industries in Zhejiang Province, followed by government support. The strength of talents and the strength of science and technology also have great influence on the development of strategic emerging industries in Zhejiang province. The investment of material capital and the degree of openness have no significant impact on the development of strategic emerging industries in Zhejiang province.
