【摘要】：当下,世界经济的发展正处于深度调整期,以信息、生物、智能、新材料、绿色低碳等行业为突破口的新一轮科技革命不断取得重大突破,国际制造业分工格局正在重塑,战略性新兴产业已经成为了引领科技革命、拉动经济复苏、抢占竞争高地的决定性力量。本文从党的十八届五中全会以及国家"十三五"规划纲要均提出要发展战略性新兴产业的背景出发,提出铜陵市发展战略性新兴产业,是适应经济发展新常态,促进经济社会发展的需要,是建设美丽幸福新铜陵的重要举措,也是铜陵市作为资源枯竭城市转型发展的必然要求。从分析战略性新兴产业的概念内涵、产业特征、影响因素等方面开始入手,并介绍了发达国家和东部发达省份发展战略性新兴产业的举措,然后通过对铜陵市战略性新兴产业发展现状、存在的问题进行研究,最后提出发展对策建议,力求为当前地方政府推动战略性新兴产业发展提供借鉴。首先分析了当前世界经济的发展形势,提出发展战略性新兴产业,是引领科技革命、拉动经济复苏、抢占竞争高地的决定性力量,也是当今世界发展的大势所趋。铜陵市在产业规模初步形成、国家及省政策大力支持、综合交通条件大幅改善、"拥江发展"全面启动等影响条件的共同推动之下,发展战略性新兴产业未来必有可期。接着从解释战略性新兴产业的概念入手,对战略性新兴产业的产业特征进行了概括总结,并对影响战略性新兴产业发展的主要因素,包括科技创新、政策引导、发展环境、市场需求以及金融支撑等因素进行了分析。同时,介绍了美国、韩国、日本等发达国家,以及广东省、江苏省等发达省份在发展战略性新兴产业发面的先进举措。第三部分就铜陵市战略性新兴产业发展现状进行了分析,从突出组织保障、明确发展思路、加大资金投入、强化项目支撑、加快载体建设、创新工作手段等六个方面对铜陵市政府推动战略性新兴产业发展举措进行了总结概括,同时对铜陵市战略性新兴产业发展的基本成就进行了总结,主要列举了产业规模快速扩张、首位企业获得长足发展、骨干企业群体不断壮大、自主创新能力持续提升、重点项目支撑进一步增强等成就。第四部分对铜陵市战略性新兴产业发展存在的问题进行了分析,主要有产业结构亟待调整、产业层次亟待提升、资金瓶颈亟待化解、发展环境亟待优化、发展动能亟待接续等五方面问题。第五部分针对存在的问题提出了调整产业发展结构、提升产业发展层次、保障产业发展资金、优化产业发展环境、培育产业发展动能等系列对策。
[Abstract]:At present, the development of the world economy is in a period of deep adjustment, with information, biology, intelligence, new materials, green low-carbon and other industries as the breakthrough of a new round of scientific and technological revolution has made major breakthroughs. The pattern of international manufacturing division of labor is being reshaped, strategic emerging industries have become the leading scientific and technological revolution, stimulating economic recovery. From the fifth plenary session of the 18 CPC Central Committee and the national "13th Five-Year Plan" outline, this paper proposes to develop strategic emerging industries background. It is proposed that the development of strategic emerging industries in Tongling City is the need to adapt to the new normal of economic development and promote economic and social development. It is also an important measure to build a beautiful and happy new Tongling. Tongling is also the inevitable requirement of the transformation and development of the resource-exhausted city. It begins with the analysis of the concept connotation, industrial characteristics and influencing factors of strategic emerging industries. And introduced the developed countries and eastern developed provinces to develop strategic emerging industries, and then through the Tongling strategic emerging industries development status, existing problems, and finally put forward the development of countermeasures. To provide reference for local governments to promote the development of strategic emerging industries. Firstly, this paper analyzes the current world economic development situation, and proposes that the development of strategic emerging industries is to lead the scientific and technological revolution and stimulate economic recovery. The decisive force to seize the competitive highlands is also the general trend of the development of the world. Tongling City initially formed in the industrial scale, the state and provincial policies vigorously support, comprehensive traffic conditions improved significantly. The development of strategic emerging industries will certainly have a future under the influence conditions such as the overall start-up of the "development of the river". Then, the concept of strategic emerging industries will be explained. The industrial characteristics of strategic emerging industries are summarized, and the main factors affecting the development of strategic emerging industries, including scientific and technological innovation, policy guidance, development environment. Market demand, financial support and other factors are analyzed. At the same time, the United States, South Korea, Japan and other developed countries, as well as Guangdong Province are introduced. Jiangsu Province and other developed provinces in the development of strategic emerging industries in the advanced measures. The third part of the Tongling strategic emerging industries development status, from the highlight of organizational protection, clear development ideas. Increase the investment, strengthen the project support, speed up the carrier construction, innovative work means and other six aspects of Tongling City government to promote strategic emerging industry development measures summarized. At the same time, the paper summarizes the basic achievements of the development of strategic emerging industries in Tongling city, mainly lists the rapid expansion of industrial scale, the rapid development of the first enterprise, and the continuous growth of the backbone enterprise group. The 4th part analyzes the problems existing in the development of strategic emerging industries in Tongling City, and the industrial structure needs to be adjusted urgently. The industrial level needs to be upgraded, the capital bottleneck needs to be resolved, the development environment needs to be optimized, and the kinetic energy of development should be continued. Part 5th puts forward the adjustment of the industrial development structure in view of the existing problems. Promote the level of industrial development, ensure industrial development funds, optimize the industrial development environment, cultivate the kinetic energy of industrial development and other countermeasures.
