辽宁省产业结构视角下的就业政策研究

【摘要】:尽管经过改革开放四十余年,辽宁经济得到了快速发展,但作为老工业基地的辽宁在发展过程中,新兴科技的快速发展进步与产业结构的优化升级使老工业基地辽宁的许多企业面临转型,产业结构的变化导致辽宁出现技术性失业与结构性失业等严重的就业问题。更为严重的是由于辽宁产业结构调整相对缓慢,就业结构改变相对滞后,不仅降低了经济发展的速度,导致失业人口不断增加,而且影响到辽宁经济的持续发展。想要保证辽宁经济保持持续的发展,需要辽宁通过不断优化产业结构,带动就业结构的改变。而就业结构的良性调整,又促进了产业结构的升级优化。因此,如何从辽宁省产业结构视角下开展就业政策研究,对辽宁产业结构优化、升级,获得经济持续发展,解决就业问题等,具有的重要理论与现实意义。本文总结了国内外相关领域的研究现状,在现有研究成果的基础上,从理论角度论述了产业结构演化过程与就业结构变化的关系。并在此基础上,开展辽宁省产业结构和就业结构偏离度的实证研究。论文定量分析了1985-2014年辽宁省产业结构和就业结构的发展趋势,通过数据分析研究了辽宁产业结构与就业结构之间的相关关系和协调程度。通过数据分析表明辽宁省产业结构与就业结构契合程度不高,第一产业的产值与就业人口不协调,存在大量富余劳动力,而第二产业对就业人员需求量较大,第三产业的从业人数与产值虽然相对合理但并不能适应作为新兴产业的第三产业高速发展的劳动力需求。辽宁省经济发展的重点在于促进第二、三产业的发展和扩大就业,实现通过产业结构优化,促进就业结构改善的目标。为此,论文在辽宁省产业结构和就业结构偏离度的实证分析基础上,从产业结构视角,提出了促进辽宁省就业问题解决的政策措施。
[Abstract]:Despite the rapid development of Liaoning's economy after more than 40 years of reform and opening up, Liaoning, as an old industrial base, is in the process of development. With the rapid development of new science and technology and the optimization and upgrading of industrial structure, many enterprises in Liaoning, the old industrial base, are facing transformation. The changes in industrial structure have led to serious employment problems in Liaoning, such as technical unemployment and structural unemployment. What is more serious is that the adjustment of the industrial structure of Liaoning is relatively slow, and the change of the employment structure is relatively lagging behind. Not only has the speed of economic development been reduced, resulting in an increasing number of unemployed people, but it has also affected the sustained economic development of Liaoning. In order to ensure sustained economic development in Liaoning, it is necessary for Liaoning to constantly optimize its industrial structure. The benign adjustment of the employment structure promotes the upgrading and optimization of the industrial structure. Therefore, how to carry out the research on the employment policy from the perspective of the industrial structure of Liaoning Province, and how to optimize and upgrade the industrial structure of Liaoning Province, It is of great theoretical and practical significance to obtain sustained economic development and solve employment problems. This paper summarizes the current research situation in related fields at home and abroad, and based on the existing research results, This paper discusses the relationship between the evolution process of industrial structure and the change of employment structure from the angle of theory. An empirical study on the deviation of industrial structure and employment structure in Liaoning Province is carried out. The development trend of industrial structure and employment structure in Liaoning Province from 1985 to 2014 is analyzed quantitatively. This paper studies the correlation and coordination degree between the industrial structure and the employment structure of Liaoning Province through the data analysis, and shows that the industrial structure and the employment structure of Liaoning Province are not in accord with each other, and the output value of the primary industry is not in harmony with the employed population. There is a lot of surplus labor, and the demand for employment in the secondary industry is large. Although the number of employees and the output value of the tertiary industry are relatively reasonable, they cannot meet the demand for labor force of the rapid development of the tertiary industry as a new industry. The focus of Liaoning's economic development is to promote the development of the secondary and tertiary industries and to expand employment. Therefore, based on the empirical analysis of the deviation of industrial structure and employment structure in Liaoning Province, from the perspective of industrial structure, the paper aims to improve the employment structure by optimizing the industrial structure and promoting the improvement of the employment structure. This paper puts forward some policies and measures to promote the solution of employment problem in Liaoning Province.
