基于DEA模型对我国战略性新兴产业的绩效研究

【摘要】：自中国政府提出加快培育和发展战略性新兴产业的决定以来,已有专家学者对战略性新兴产业内涵和特征、产业选择和识别、产业培育和发展、产业成长因素和政策支持等视角进行了广泛探讨。学术界都认识到战略性新兴产业的健康可持续发展,对增强综合国力,调整优化经济结构,降低物流成本,提高经济效益,增强产业竞争力,具有极其重要的意义。但战略性新兴产业的发展是否具有可持续性,其效率的评价尤其重要。国内对于战略性新兴产业绩效评价的研究并不多。基于这样的背景,本文首先采用DEA-BCC方法对我国七大战略性新兴产业进行静态效率测度分析。其次,通过基于的DEA-Malmquist方法对2009-2013年七大战略性新兴产业的全要素生产率进行动态效率分析,通过指数分解进一步分析影响七大战略性新兴产业全要素生产率变化的因素。DEA-Malmquis方法是七大战略性新兴产业之间运营水平的相对有效性测度,测得的效率值并不是绝对意义上的高低。Malmqusit指数法有助于发现无法识别的七大战略性新兴产业中个体在时间纵向上的效率改变。故本文结合数据包络分析DEA-BCC法和DEA-Malmquist全要素生产率因子分解法,从企业自身的生产率改进和跟企业所在行业内其他企业的绩效比较两方面,对七大战略性新兴产业的绩效做全面准确的把握,为战略性新兴产业绩效的改进指明方向。最后,本文建议不同的战略性新兴产业采用不同发展策略,特别强调新材料、新能源汽车产业在维持投入不变的情况下,需重视投入结构的优化配置,提高组织管理效率;新一代信息技术、新能源产业需集中资源提升这三大产业的技术效率。
[Abstract]:Since the China government put forward to accelerate the cultivation and development of strategic emerging industries, the connotation of the strategic emerging industries and the characteristics of existing experts and scholars, industry selection and identification, cultivation and development of industry, industry growth factors and policy support perspective has been widely discussed. The academic circles are aware of the strategic emerging industry healthy and sustainable development, to enhance the comprehensive national strength, adjust and optimize the economic structure, reduce logistics costs, improve economic efficiency, enhance industrial competitiveness, has an extremely important significance. But whether the sustainable development of strategic emerging industries, to evaluate its efficiency is especially important. Not much research on the performance evaluation of strategic emerging industries. Based on this background, this paper firstly the analysis of static efficiency measurement of China's seven strategic emerging industries by using DEA-BCC method. Secondly, based on the DEA-Mal Total factor productivity mquist for 2009-2013 years and seven strategic emerging industry dynamic efficiency analysis, the factors of.DEA-Malmquis index decomposition method for further analysis of the total factor productivity of seven strategic emerging industries is a change in the seven strategic emerging industries between the operation level of the relative effectiveness of the measures, the efficiency of the measured value and change the individual level of.Malmqusit index law is not absolute sense to help found it impossible to identify seven strategic emerging industries in the lengthways time efficiency. So this paper combines data envelopment analysis method and DEA-BCC DEA-Malmquist total factor productivity factor decomposition method, improvement of other enterprises from their own productivity and to companies within the industry performance comparison of two aspects, on the seven strategic emerging industry performance fully and accurately grasp, as a strategic emerging industry performance Improvement direction. Finally, this paper proposed different strategic emerging industries with different development strategy, with particular emphasis on new materials, new energy automotive industry in the maintenance of the same investment, need to pay attention to the investment allocation structure, improve management efficiency; a new generation of information technology, the new energy industry to focus resources to enhance the efficiency of this technology the three major industries.
