要素协同、创新网络优化促进我国高技术产业成长研究

【摘要】：高技术产业是推动新一轮经济增长的主动力,新常态下,高技术产业的成长关乎整个国民经济结构的调整与优化。网络的出现使高技术企业的协作有了更为广阔的空间,创新网络形式增强了企业和产业的竞争力,促进了技术进步,提高经济效益。文章首先梳理产业创新成长理论、创新网络优化理论及相关研究现状,探索高技术产业创新网络的构成要素及其互动关系,分析高技术产业成长与创新网络的作用关系,认为创新网络能提高高技术产业的创新绩效、提高产业竞争力、提高产业创新能力、优化产业结构等；并从创新网络协同理论分析创新网络的优化。接着,从系统动力学视角,构建高技术产业创新网络互动关系流图,运用2000-2014年我国高技术产业统计年鉴的数据模拟创新网络运行过程,并进行真实性和敏感性检验,筛选出影响创新网络产出的敏感性因素；运用协同度模型计算了我国高技术产业创新网络子系统有序度及协同度。综合分析,得出企业RD经费投入力度、政府政策支持、中介机构完善程度为影响创新网络产出的敏感性因素,且增加这些要素投入可以增加创新网络的产出,但只增加一种要素的大量投入对产出的影响并不能无限的扩大；技术吸收子系统有序度的涨幅慢于其他三个子系统导致创新网络协同度涨幅有限。因此,从改善创新网络敏感性因素,提高技术吸收子系统、优化创新网络环境角度提出促进我国高技术产业成长的策略选择。
[Abstract]:High-tech industry is the main driving force to promote a new round of economic growth. Under the new normal, the growth of high-tech industry is related to the adjustment and optimization of the entire national economic structure. Innovation network forms enhance the competitiveness of enterprises and industries, promote technological progress and improve economic benefits. Firstly, this paper combs the theory of industrial innovation and growth, innovation network optimization theory and related research status. This paper explores the elements of high-tech industry innovation network and its interactive relationship, analyzes the relationship between high-tech industry growth and innovation network, and points out that innovation network can improve the innovation performance and competitiveness of high-tech industry. Improve the industrial innovation ability, optimize the industrial structure, and analyze the innovation network optimization from the innovation network synergy theory. Then, from the perspective of system dynamics, build the high-tech industry innovation network interactive relationship flow diagram, Using the data of China's high-tech industry statistical yearbook from 2000 to 2014 to simulate the process of innovation network operation, and to test the authenticity and sensitivity of the innovation network, the sensitivity factors affecting the innovation network output are screened out. This paper calculates the degree of order and synergy of innovation network subsystem of high-tech industry in China by using the model of synergy. Through the comprehensive analysis, the author draws the conclusion that the R D investment of enterprises and the support of government policies. The degree of agency perfection is the sensitive factor that affects the output of innovation network, and increasing the input of these factors can increase the output of innovation network, but the influence of a large amount of input with only one factor on the output can not be expanded indefinitely; The increase of order degree of technology absorption subsystem is slower than that of the other three subsystems, which leads to the limited increase of innovation network synergy. From the point of view of optimizing the network environment of innovation, this paper puts forward the strategic choice to promote the growth of high-tech industry in China.
