石河子垦区棉花产业链优化问题研究

【摘要】：石河子垦区位于我国植棉大省新疆,是新疆最大的棉花生产及种子加工基地。21世纪以来,新疆棉花单产、总产、商品率和出口率一直居全国首列。棉花产业在我国整个农业中占据着主要地位,棉花产业对调整农村经济结构,增强农业效益,提高农民收人发挥了重要作用。棉花产业已成为当前新疆整个农业及农村经济发展中尤为重要的产业,棉花产业化的发展事关新疆新农村建设和农业产业化的发展,事关居民日常穿衣的供应,事关社会稳定全局。棉花做为石河子垦区的支柱产业和优势产业,是石河子垦区人民增收的主导产业。研究石河子垦区棉花产业链优化整合问题有利于促进石河子经济的发展,有利于实现农民收入的不断增长,有利于促进社会主义新农村建设,有利于农村剩余劳动力的转移,提高石河子垦区农业竞争力。本文参考已有的棉花产业链相关概念,结合石河子垦区的实际情况对石河子垦区棉花产业链的范围进行界定,通过阅读文献、调研和访谈的方式,分析现阶段棉花产业链各环节的现状,主要问题有垦区内棉花产业链各环节供给关系不均衡,影响棉花产业链的稳定性;棉花种植环节种子杂乱,导致棉花产业链销售环节的棉花品质的降低,也制约棉花产业链的标准化程度;垦区内棉花产业链初级加工环节对接棉花种植生产环节,产能相对过剩,同时垦区内棉花产业链下游加工环节薄弱,对接棉花产业链初级加工环节时出现明显不足,这些产业链资源配置的不合理都抑制垦区棉花产业链价值链的提升;垦区内棉花产业链各环节间利益分配不合理,导致棉花产业链链条的不稳定性;棉花产业链循环不明显和产业链保护机制不完善等对垦区棉花产业的可持续发展造成制约。这些问题致使石河子棉花产业的整体竞争力不足。为提高石河子垦区棉花产业的竞争力,提高棉农和团场职工的收入,促进垦区棉花产业的可持续发展,文章结合产业链优化理论对垦区棉花产业链进行优化,分别从产业链延伸、提升和整合三个方面对具体优化路径进行阐述。文章借鉴国外棉花产业发展优势及国内棉花产业链整合的经验,从宏观和微观角度对石河子垦区棉花产业链存在的问题提出政策建议。
[Abstract]:Shihezi Reclamation area is located in Xinjiang, China's largest cotton planting province. It is the largest cotton production and seed processing base in Xinjiang since the 21st century. The commodity rate and the export rate have always been ranked first in the country. The cotton industry occupies a major position in the whole agriculture of our country. The cotton industry plays an important role in readjusting the rural economic structure and enhancing the agricultural efficiency. Increasing farmers' income has played an important role. Cotton industry has become a particularly important industry in the whole agriculture and rural economic development of Xinjiang, and the development of cotton industrialization is related to the development of Xinjiang's new rural construction and agricultural industrialization. Cotton is a pillar industry and an advantage industry in Shihezi Reclamation area. Research on the optimization and integration of cotton industry chain in Shihezi Reclamation area is conducive to promoting the development of Shihezi's economy and realizing the continuous growth of farmers' income. It is helpful to promote the construction of new socialist countryside, to transfer the surplus rural labor force and to improve the agricultural competitiveness of Shihezi Reclamation area. According to the actual situation of Shihezi Reclamation area, the scope of cotton industry chain in Shihezi Reclamation area is defined. Through reading literature, investigation and interview, the present situation of cotton industry chain is analyzed. The main problems are that the supply relationship of cotton industry chain in reclamation area is not balanced, which affects the stability of cotton industry chain. It also restricts the standardization of the cotton industry chain; the primary processing link of the cotton industry chain in the reclamation area is connected with the cotton planting and production link, and the production capacity is relatively excessive, while the downstream processing link of the cotton industrial chain in the reclamation area is weak. There are obvious deficiencies in the primary processing link of cotton industrial chain, the unreasonable allocation of resources in these industrial chains restrain the promotion of cotton industry chain value chain in reclamation area, and the distribution of benefits among the links of cotton industry chain in reclamation area is unreasonable. Lead to the instability of cotton industry chain chain; The cotton industry chain cycle is not obvious and the industry chain protection mechanism is not perfect, which restrict the sustainable development of cotton industry in reclamation area. These problems lead to the lack of overall competitiveness of Shihezi cotton industry. In order to improve the overall competitiveness of Shihezi reclamation area, it is necessary to improve the sustainable development of cotton industry in Shihezi reclamation area. The competitiveness of the cotton industry, In order to improve the income of cotton farmers and farm workers and promote the sustainable development of cotton industry in reclamation area, this paper combines the theory of industrial chain optimization to optimize cotton industry chain in reclamation area, respectively, extending from industrial chain, The paper expounds the specific optimization path from three aspects of promotion and integration. The article draws lessons from the experience of foreign cotton industry development advantage and domestic cotton industry chain integration. This paper puts forward policy suggestions on the problems of cotton industry chain in Shihezi Reclamation area from macro and micro angles.
