大庆市服务外包产业带动就业的实证分析及对策研究

【摘要】:解决好就业问题是完善社会保障体系的重要前提,大庆市作为资源型城市正面临着经济结构调整和产业转型,而进一步促进就业是产业转型的迫切需要,为了在经济结构调整和产业转型的过程中保证较高的就业率水平必须依赖服务外包产业的发展。目前,大庆市的就业问题日益突出,传统石油行业受到资源日渐匮乏的影响应经出现了疲态,传统行业提供的就业岗位数量与就业人数之间存在较大差距,无法满足就业人口的工作需求。充分利用服务外包产业发展对就业的拉动作用,是解决大庆市就业问题的重要途径之一。大庆市服务外包产业园在全国90个同类园区评选中,连续两年荣获国家最具发展潜力园区奖。服务外包产业的发展为解决大庆市的就业问题提供了一个新的方向,也成为一个有待研究、值得思考的经典案例。 运用比较优势理论、国际投资就业理论、产业—就业结构理论,通过定性定量分析法,在充分了解了大庆市服务外包产业带动就业现状的基础上,分析了大庆市服务外包产业带动就业过程中存在的企业无法留住人才、缺乏高端人才和企业参与合作办学热情低的问题以及企业内部人才管理制度不合理、人才引进机制不健全和校企合作式人才培养模式不完善的成因。进而从服务外包产业园产值与就业人数的相关性入手,使用计量经济模型对2007-2013年大庆市服务外包产业的相关数据进行实证研究,得出了大庆市服务外包产业以其规模的扩大和产值的增长可以长期吸纳劳动力就业的基本结论。在深层剖析服务外包产值与就业人数的关系后,提出了大力发展企校合作式人才培养模式、构建“产学研”三位一体格局,优化企业内部人才机制防止人才流失、重视高端人才的引进和培养,提高鼓励服务外包企业创业政策的落实力度和建立高效的投融资管理体系的具体对策。
[Abstract]:To solve the problem of employment is an important prerequisite to perfect the social security system. As a resource-based city, Daqing City is facing economic restructuring and industrial transformation, and further promoting employment is the urgent need of industrial transformation. In order to ensure a higher employment rate in the process of economic restructuring and industrial transformation, we must rely on the development of service outsourcing industry. At present, the employment problem in Daqing City is increasingly prominent. The traditional petroleum industry is affected by the increasing shortage of resources, and there is a big gap between the number of jobs provided by the traditional industries and the number of jobs employed. It is one of the most important ways to solve the employment problem of Daqing City. The service outsourcing industry park of Daqing city is selected in 90 similar parks of the country, and it is unable to meet the job demand of the employed population, and it is one of the important ways to solve the employment problem of Daqing City by making full use of the development of service outsourcing industry. The development of service outsourcing industry has provided a new direction for solving the employment problem in Daqing City, and has become a classic case to be studied and worth thinking about. Using the theory of comparative advantage, the theory of international investment and employment, the theory of industry-employment structure, and the method of qualitative and quantitative analysis, this paper fully understands the present situation of service outsourcing industry in Daqing. This paper analyzes the problems of enterprises' inability to retain talents, lack of high-end talents, low enthusiasm for participating in cooperative running schools and unreasonable talent management system within enterprises in the process of promoting employment by service outsourcing industry in Daqing City. The causes of the imperfect talent introduction mechanism and the imperfect talent training mode of the cooperation between the school and the enterprise, and then starting with the correlation between the output value of the service outsourcing industry park and the number of employed people, Using econometric model to study the relevant data of service outsourcing industry in Daqing City from 2007 to 2013. This paper draws the basic conclusion that the service outsourcing industry of Daqing city can absorb the labor force employment for a long time with the expansion of its scale and the growth of the output value, after deeply analyzing the relationship between the output value of service outsourcing and the number of employed people, This paper puts forward to develop the cooperative talent training mode of enterprises and colleges, to construct the trinity pattern of "production, learning and research", to optimize the internal talent mechanism of enterprises to prevent the brain drain, and to attach importance to the introduction and cultivation of high-end talents. To improve the implementation of the policy of encouraging service outsourcing enterprises to start their own businesses and to establish an efficient investment and financing management system.
