基于质量安全的朔州市乳业产业链优化研究

【摘要】:“三聚氰胺”事件给中国乳业发展带来了致命的打击,乳品行业信誉发生危机,消费者信心降低,国内乳制品市场疲软,乳品加工企业发展困难,奶农的合理收益得不到保障,生鲜乳质量安全难以保障,制约着乳品产业的发展和乳品质量安全水平的提高。本文从朔州市乳业产业链优化问题进行研究,包括:(1)分析2008年三聚氰胺事件后,一系列涉及乳业产业链各个环节的产业调整政策对我国乳品产业发展和乳品质量安全问题的影响;(2)分析朔州市乳业产业链上奶农、奶站和乳品加工企业的安全生产行为和影响因素、各环节存在的质量安全问题及对乳品质量安全的影响;(3)探讨朔州市乳品质量安全监管的现状、存在的问题及可能的优化方向;(4)分析总结新西兰、澳大利亚、美国和荷兰等乳业发达国家乳业发展和产业链优化的有益经验,为朔州市乳业产业链优化提供借鉴。本文得出的主要结论:(1)朔州市乳业产业链正由分散松散向集中紧凑型过渡,乳业产业链向着更有利于乳品质量安全的方向发展;(2)奶农的安全生产行为显著影响着生鲜乳的质量安全,规模化养殖小区农户的安全生产行为优于散养,整体而言,奶牛养殖环节的质量安全问题依旧突出;(3)奶站数量大幅减少,奶站的硬件设施和检验、检测能力显著提升,产业链视角下,奶站独立的产业主体地位正日渐模糊;(4)虽然乳品加工企业不断强化对乳品的质量安全控制,但频发的乳品质量安全事件再次表明乳品加工企业的安全生产行为依然存在亟待解决的问题;(5)乳品质量安全监管的法律、法规体系建设完善,但在“如何监管”上问题仍未得到解决;(6)集中紧凑的乳业产业链,完全或部分的纵向一体化,产业主体间合理的利益分配机制等发达国家乳业产业链优化的经验为朔州市乳业产业链的优化提供了有益的借鉴。
[Abstract]:The "melamine" incident has dealt a fatal blow to the development of the dairy industry in China. The credibility of the dairy industry is in crisis, consumer confidence is declining, the domestic dairy market is weak, dairy processing enterprises are having difficulty developing, and the reasonable income of dairy farmers cannot be guaranteed. It is difficult to guarantee the quality and safety of raw milk, which restricts the development of dairy industry and the improvement of dairy quality and safety. This paper studies the optimization of dairy industry chain in Shuozhou City, including the analysis of melamine incident in 2008. The impact of a series of industrial adjustment policies on the development of dairy industry and the quality and safety of dairy products in China (2) the analysis of dairy farmers in the dairy industry chain of Shuozhou City. This paper discusses the present situation of quality and safety supervision of dairy products in Shuozhou City, including the production safety behavior and influencing factors of milk station and dairy processing enterprises, the quality and safety problems in each link and the influence on dairy quality and safety. The existing problems and possible optimization directions are analyzed and summarized the beneficial experiences of dairy industry development and industrial chain optimization in developed countries such as New Zealand, Australia, the United States and the Netherlands. The main conclusion of this paper is that the dairy industry chain of Shuozhou is changing from loose to centralized. The dairy industry chain is more favorable to the quality and safety of dairy products. (2) the safe production behavior of dairy farmers significantly affects the quality and safety of fresh milk, and the safe production behavior of farmers in large-scale farming areas is better than that of bulk farming. The problem of quality and safety in dairy cattle breeding links is still prominent. The number of dairy stations has been greatly reduced. The hardware facilities and inspection facilities of the dairy stations and the testing capability have been significantly improved. Under the perspective of the industrial chain, Although dairy processing enterprises continue to strengthen the quality and safety control of dairy products, However, the frequent incidents of dairy quality and safety once again show that there are still problems in dairy processing enterprises' safety in production that need to be solved urgently. (5) the laws and regulations on the quality and safety of dairy products are well established and the regulatory system is well established. However, the problem of "how to supervise" has not yet been solved) the concentrated and compact dairy industry chain, complete or partial vertical integration, The experience of optimizing the dairy industry chain in developed countries, such as reasonable benefit distribution mechanism among industrial subjects, provides a useful reference for the optimization of dairy industry chain in Shuozhou City.
