【摘要】：从1962年雷切尔·卡逊出版《寂静的春天》唤醒了人们的环境意识至今,环保产业发展仅有50余年的短暂时间,是名副其实的新兴产业。同时,环保产业又是一个备受关注的产业部门,是应对全球自然生态不断恶化、保障人类社会可持续发展的基石。因此,世界各国均十分重视环保产业的发展。在新常态下,我国环保产业不仅承担着实现经济“绿色”发展、建设生态文明社会的历史任务,也承担着调整产业结构、优化经济增长方式的现实重任。可以说,环保产业的健康发展对于我国经济社会的可持续发展起着至关重要的作用。但是,我国环保产业长期受到“政府搞环保”的因素影响,产业发展起步较晚,整体水平不高,普遍存在产业分布不均匀、产业结构不合理、产业区域发展不平衡、产业技术水平参差不齐等问题。为促进我国环保产业健康发展,建立和完善环保产业发展机制迫在眉睫。因此,加强我国环保产业发展机制的研究力度,建立完善的环保产业发展机制具有非常重要的现实意义。我国传统环保产业发展机制被认为是一种单独的机制。环保产业发展机制的研究或以政府规制为核心、或以市场运行机制为核心,并没有严密考证环保产业发展机制的具体构成和各构成要素协调统一、发挥合力的问题。诚然,发展机制离不开单个机制的作用以及作用的深入程度,但如果不站在整体的高度通盘考虑所有机制的作用力效果和机制之间的协调作用关系,就会发生发展机制发力不均和力道分散的现象。本文在澄清发展机制和发展机制体系之间关系的基础上,尝试将我国环保产业发展机制置于发展机制体系框架下开展研究。本文在马克思主义经典作家和中国共产党主要领导人的环境保护思想指导下,充分运用西方环境经济学和产业经济学理论工具,在分析我国环保产业发展水平的基础上,对我国环保产业发展机制运作动力、发展机制运作结构、发展机制运作方式、发展机制运作特征和发展机制运作对环境质量改善的效应的进行深入研究,继而揭示我国环保产业发展机制存在的突出问题,最后给出完善我国环保产业发展机制的对策建议。在定性分析基础上,本文选用数量经济学的层次分析方法从经济效益、环境效益、社会发展、技术水平、节能减排、产业政策等六个方面进行了定量分析。导出的结论认为,我国环保产业发展总体趋势良好,政府规制、市场运行机制、投融资机制和企业技术创新机制对产业发展产生了一定的促进效果,但效果有限。为提高机制的运作效果,促进我国环保产业健康发展,作者在分析和借鉴美国、日本和德国等发达国家环保产业发展机制运作经验基础上,从加强政府规制、健全市场运行机制、优化投融资机制和完善企业技术创新机制等几方面给出了对策与建议,指出了我国环保产业必须坚持走政府引导下的市场化发展道路。总之,现阶段我国处于建设生态文明,实现美丽中国和全面建成小康社会的关键期,也是经济结构和产业结构调整的关键期,更是环境质量改善的关键期,大力发展环保产业是确保实现上述诸多经济社会发展目标的迫切要求。虽然我国的环保产业起步较晚,发展状况和成效存在不足,但是其发展前景十分广阔。本文认为,建立合理有效的环保产业发展机制,综合运用法律手段、行政手段和经济手段,能够有效促进我国环保产业的健康发展,解决生态环境保护与经济社会发展之间的突出矛盾,加快建设生态文明,实现美丽中国和全面建成小康社会的步伐,最终实现“人与自然”的和谐相处和经济社会的可持续发展。
