我国科技政策组合特征及其对产业创新的影响研究

【摘要】：在政策量化的基础上,对科技政策组合特征进行了测算与趋势分析,利用负二项回归模型对1995-2013年间不同类别组合和同一类政策内不同政策组合特征对高技术产业创新能力影响及区域差异进行分析,结果表明:政策组合的综合性和一致性大致呈不断增长的趋势,且对创新具有促进作用;只有不同类别政策工具组合的均衡性具有明显上升后平稳的趋势,其他均衡性较低、无明显上升趋势,且对创新的效果不稳定;科技政策组合特征对高技术产业创新的影响存在区域差异,综合性和一致性只存在程度上的差异,而均衡性还存在方向上的差异,且南部沿海综合经济区整体上优于其他地区。
[Abstract]:On the basis of policy quantification, the characteristics of science and technology policy combination are calculated and analyzed.The negative binomial regression model is used to analyze the influence of different types of combinations and different policy combinations within the same type of policies on the innovation ability of high-tech industries and regional differences between 1995 and 2013.The results show that the integration and consistency of the policy portfolio are increasing and promoting innovation, and only the equilibrium of different policy instruments has the tendency of rising and stable, while the other equilibrium is low.There is no obvious upward trend, and the effect of innovation is not stable. The influence of the combination of science and technology policy on high-tech industry innovation is different in different regions, and there are only differences in degree of comprehensiveness and consistency, and there are differences in the direction of equilibrium.And the southern coastal comprehensive economic zone as a whole superior to other regions.
