我国基础设施投入—产出效率与产业结构变迁关系研究

【摘要】:基础设施建设作为一个地区的经济环境的硬性条件,一方面,对于承接产业转移,积极引导知识密集型与战略性新兴产业进驻起到了至关重要的作用,另一方面,区域中完善的基础设施能够大大提高对人才的吸引力,而人力资本作为推动区域经济社会发展的重要资源,是产业结构升级的关键因素。与此同时,基础设施效率问题是研究基础设施建设无法逃避的问题,因此本文从基础设施投资效率角度着手研究其对产业结构变迁的影响情况,为产业结构升级寻找新视角。本文在全面系统地构建基础设施效率的投入-产出指标体系的基础上,经过数据标准化处理、变异系数赋权、综合指数水平的计算等一系列的技术处理后,分别运用数据包络分析(DEA)和随机前言分析(SFA)方法对基础设施效率进行测度。分析结果表明:从我国三大经济地带-东中西部看,东部地区基础设施效率高于西部地区,而西部地区基础设施效率高于中部地区,且在2012年之后,西部地区效率开始超过东部地区;从各地区情况来看,各省份DEA效率基本都是围绕某一值而呈上下波动态势。通过借助面板校正标准误模型与门限回归模型对基础设施效率与产业结构变迁的两个方面-高级化与合理化进行实证分析,分析结果表明:基础设施效率对产业结构变迁的两个方面—高级化与合理化水平均存在显著的正向促进作用,即对产业结构变迁存在正向促进作用;且基础设施效率对产业结构变迁在基础设施效率跨过0.93和0.97两个门槛值后,其对产业结构变迁的影响程度逐步减弱,但影响方向仍为正向。总的来说,在我国经济转型的关键时期,我国基础设施仍存在资源配置不合理的现象,产业结构升级也面临前所未有的困难。要想提高基础设施效率,推进产业结构变迁,须做到以下几点:第一,积极发挥市场看不见的手的作用,减少政府干预;第二,合理布局基础设施,协调好其投资比例;第三,针对东中西部各地区的发展特点,制定不同的发展战略。
[Abstract]:Infrastructure construction, as a hard condition of the economic environment of a region, on the one hand, plays a vital role in undertaking industrial transfer and actively guiding the arrival of knowledge-intensive and strategic emerging industries, on the other hand, The perfect infrastructure in the region can greatly improve the attractiveness of talents, and human capital, as an important resource to promote the development of regional economy and society, is the key factor to upgrade the industrial structure. At the same time, the problem of infrastructure efficiency is an unavoidable problem in infrastructure construction. Therefore, this paper studies the impact of infrastructure investment efficiency on the industrial structure changes, looking for a new perspective for the upgrading of industrial structure. Based on the comprehensive and systematic construction of input-output index system of infrastructure efficiency, after a series of technical processing, such as data standardization, coefficient of variation weighting, calculation of comprehensive index level, etc. The efficiency of infrastructure is measured by data Envelopment Analysis (DEAA) and Stochastic Preface Analysis (SFAA). The results show that the infrastructure efficiency of the eastern region is higher than that of the western region, and the infrastructure efficiency of the western region is higher than that of the central region, and after 2012, the efficiency of infrastructure in the eastern region is higher than that in the central region. The efficiency of the western region is beginning to exceed that of the eastern region, and the DEA efficiency of each province is basically fluctuating around a certain value. By means of panel correction standard error model and threshold regression model, this paper makes an empirical analysis on the two aspects of infrastructure efficiency and industrial structure change-upgrading and rationalization. The results show that the efficiency of infrastructure has a significant positive promoting effect on the two aspects of industrial structure vicissity-the level of upgrading and rationalization, that is, the positive effect on the change of industrial structure; When the infrastructure efficiency exceeds the threshold of 0.93 and 0.97, the influence degree of infrastructure efficiency on industrial structure change gradually weakens, but the influence direction is still positive. In general, in the critical period of economic transformation, there is still unreasonable allocation of resources in the infrastructure of our country, and the upgrading of industrial structure is also facing unprecedented difficulties. In order to improve the efficiency of infrastructure and promote the changes of industrial structure, we must do the following: first, give full play to the role of the invisible hands of the market and reduce government intervention; second, rationally distribute infrastructure and coordinate the proportion of its investment; and third, According to the development characteristics of the central and western regions, different development strategies are formulated.
