汽车产业集群生态系统健康评价研究

【摘要】:汽车产业是一个产业链长、关联产业多、附加值高、辐射面广、强动力强、社会经济效益显著的产业,因而成为一国或地区的支柱产业,被誉为“工业中的工业”。改革开放后,我国极度重视汽车产业的发展,通过实施产业集群战略,我国汽车产业发展迅速,在短短30几年内跃居为全球汽车第一产销大国。然而随着我国经济步入新常态,经济增速放缓,并且全球汽车产业结束高速增长,汽车产业从成熟期向衰退期迈进,在未来,汽车行业间的竞争将更加激烈,我国汽车产业的发展必然受到阻碍和限制。在此背景下,如何加强对汽车产业集群的管理,探索保持汽车产业集群稳定、可持续发展的途径,成为摆在我国汽车产业面前的紧要问题。鉴于此,本文从生态系统健康的视角来分析汽车产业集群稳定、可持续发展问题,旨在系统、全面的把握汽车产业集群在发展中所存在的具体问题,从全局角度指导汽车产业集群健康发展。首先,本文通过梳理相关理论,对汽车产业集群生态系统的含义、构成要素及层次、结构、特征等进行详细阐释。同时,借鉴自然生态系统健康理论以及以往学者对经济生态系统健康的研究成果对汽车产业集群生态系统健康的内涵进行深入探讨,指出健康的汽车产业集群生态系统不仅要具有维持自身运行的能力,还应具有良好的环境质量,并且能够为社会经济以及自然环境提供服务职能,可以实现整个系统的稳定性和可持续性。其次,依据汽车产业集群生态系统健康的内涵,构建了汽车产业集群生态系统健康评价指标体系。该体系包括自身运行健康层面、环境健康层面、服务职能层面3个一级指标,活力、组织结构、恢复力、内部环境质量、外部环境质量、社会经济贡献、自然环境保护7个二级指标和22个三级指标。在评价方法上,采用模糊层次综合评价法对汽车产业集群生态系统健康水平进行综合评价研究。最后,以重庆市汽车产业集群为例进行应用研究。在实证分析时,选取我国汽车产业集群典型地区,即上海、北京、广东、吉林、湖北等5个省市作为对比研究对象,对6个省市的汽车产业集群生态系统健康水平进行评价分析。研究结果表明6个省市的汽车产业集群生态系统健康水平都属于较高等级,重庆排名第5。通过具体分析6个省市的评价结果,认为重庆市汽车产业集群生态系统在产业链的完整程度、技术持续创新能力及产业发展环境方面与其他省市还存在差距。针对这种差距,提出了促进重庆市汽车产业集群生态系统健康发展的政策建议:完善汽车产业链,强化分工协作关系;加强自主创新能力建设,提高核心技术水平;进一步优化产业环境,营造良好发展氛围。本文首次将生态系统健康理论应用于汽车产业集群的研究领域,为研究汽车产业集群的管理及发展提供了一种新的思路和方法,具有一定的学术和现实意义。
[Abstract]:Automobile industry is an industry with long industrial chain, many related industries, high added value, wide radiation, strong motive force and remarkable social and economic benefits, so it has become the pillar industry of a country or region, which is called "industry in industry". After the reform and opening up, our country attaches great importance to the development of automobile industry. Through the implementation of industrial cluster strategy, China's automobile industry has developed rapidly, and has become the largest automobile producer and marketer in the world in just over 30 years. However, as our country's economy enters the new normal, the economic growth rate slows down, and the global automobile industry ends its rapid growth, the automobile industry moves from the mature period to the recession period. In the future, the competition among the automobile industries will be more intense. The development of China's automobile industry is bound to be hindered and restricted. Under this background, how to strengthen the management of the automobile industry cluster and explore the way to maintain the stability and sustainable development of the automobile industry cluster have become the urgent problem in front of the automobile industry of our country. In view of this, this paper analyzes the problems of automobile industry cluster stability and sustainable development from the perspective of ecosystem health, in order to systematically and comprehensively grasp the specific problems existing in the development of automobile industry cluster. To guide the healthy development of automobile industry cluster from the overall perspective. First of all, through combing relevant theories, this paper explains in detail the meaning, the elements and levels, the structure and the characteristics of the ecosystem of automobile industry cluster. At the same time, referring to the theory of natural ecosystem health and previous scholars' research results on the health of economic ecosystem, the connotation of ecosystem health of automobile industry cluster is discussed in depth. It is pointed out that a healthy automobile industry cluster ecosystem should not only have the ability to maintain its own operation, but also have good environmental quality, and it should also be able to provide services for the social economy and the natural environment. The stability and sustainability of the whole system can be achieved. Secondly, according to the connotation of ecosystem health of automobile industry cluster, the evaluation index system of automobile industry cluster ecosystem health is constructed. The system includes three first-level indicators, namely, self-running health level, environmental health level, service function level, vitality, organizational structure, resilience, internal environmental quality, external environmental quality, social and economic contribution. There are 7 secondary and 22 tertiary indexes for natural environment protection. In the aspect of evaluation method, the comprehensive evaluation of ecosystem health level of automobile industry cluster was carried out by using fuzzy hierarchy comprehensive evaluation method. Finally, take Chongqing automobile industry cluster as an example to carry on the application research. In the empirical analysis, five provinces and cities, namely Shanghai, Beijing, Guangdong, Jilin and Hubei, are selected as the comparative research objects. To evaluate the ecosystem health level of automobile industry cluster in 6 provinces and cities. The results show that the ecosystem health level of automobile industry cluster in 6 provinces and cities is higher, and Chongqing ranks 5th. By analyzing the evaluation results of six provinces and cities, it is concluded that there is still a gap between Chongqing auto industry cluster ecosystem and other provinces in terms of the integrity of the industrial chain, the ability of technological sustainable innovation and the industrial development environment. In view of this gap, the paper puts forward some policy suggestions to promote the healthy development of Chongqing automobile industry cluster ecosystem: perfecting the automobile industry chain, strengthening the relationship of division of labor and cooperation, strengthening the building of independent innovation capacity and improving the core technology level; Further optimize the industrial environment and create a good atmosphere for development. In this paper, the theory of ecosystem health is first applied to the research field of automobile industry cluster, which provides a new idea and method for the study of the management and development of automobile industry cluster, and has certain academic and practical significance.
