重庆市科技创新对产业结构高级化的影响研究

【摘要】:新一轮科技革命与产业革命正孕育兴起,以科技创新为核心的国际竞争日趋激烈,中国经济步入“新常态”,“一带一路”战略深入开展,“长江经济带”战略扎实推进,创新驱动战略全面启动,为科技创新与产业结构高级化营造了良好的发展环境;重庆市内科技创新与产业相关政策为科技创新与产业结构高级化发展提供了制度保障。在推动人类文明发展的进程中,科技创新与产业结构高级化之间形成了自身的动力机制,科技创新能否有效促进产业结构高级化,怎样促进产业结构高级化,均是值得研究、探讨的问题。通过理论研究,发现科技创新可以驱动产业结构高级化发展。利用重庆市1997-2014年的科技创新及产业相关的数据,分别对重庆市科技创新发展与产业结构发展现状进行了分析。从科技创新环境、知识创造能力、知识流动能力、企业技术创新能力、高校科技创新能力、科技创新效益六因素分析了重庆市科技创新发展现状,并利用熵权法评价了直辖以来的科技创新能力。最终发现,重庆市科技创新发展中存在科研经费投入不足、科技人才相对匮乏、科技成果产出率欠佳、科技知识交流不充分等问题。从产业结构、产业就业结构、产业投资结构分析了产业结构发展现状,并利用产业结构层次系数法对重庆直辖以来的产业结构高级化水平进行测度,最终发现,重庆市产业结构优化中趋于合理化,在高级化进程中存在三次产业比例不协调,劳动力转移成效不高,人力、资本投入效率较低等问题。科技创新环境、知识创新能力、知识流动能力对重庆科技创新能力影响最大,RD经费支出、专利申请受理量、技术市场交易额分别对科技创新环境、知识创造能力、知识流动能力的影响最大,最终选择RD经费支出、专利申请受理量、技术市场交易额为自变量,产业结构层次系数为因变量,运用VAR模型,通过ADF检验、Johansen检验、Granger因果检验、脉冲响应函数及方差分解就科技创新对产业结构高级化的影响进行实证分析。结果表明,RD经费支出、专利申请受理量、技术市场交易额均对产业结构高级化有正向影响,其中贡献度最大的是RD经费支出,其次是专利申请受理量,技术市场交易额贡献度最小。根据上述现状分析结果及实证研究结果,本文得出以下结论:第一,科技创新可以有效推动产业结构高级化;第二,重庆市科技创新能力逐渐提升,但其发展过程中仍然存在些许问题;第三,重庆市产业结构趋于合理化,人力与资本是产业高级化进程中的主要阻碍因素;第四,重庆市产业结构高级化的主要驱动力是科研投入的增加;第五,科技成果产出效率提高可以促进产业结构高级化;第六,技术市场交易对产业结构高级化存在正向影响,但不显著。为促进科技创新推动重庆市产业结构高级化,本文提出了五个建议:一是建立协同创新体系,提高科技与产业创新能力;二是调整科研投入结构,创造良好科技创新环境;三是实施科技创新人才战略,弥补科技人才短板;四是加速科技成果转化,助推科技向产业化发展;五是搭建资源共享平台,促资源向新兴产业集聚。

Through theoretical research, it is found that scientific and technological innovation can drive the advanced development of industrial structure through theoretical research. Using the data of scientific and technological innovation and industry related in Chongqing for 1997-2014 years, the present situation of technological innovation development and industrial structure development in Chongqing is analyzed. The innovation environment, the ability of knowledge creation, the ability of knowledge flow, the ability of enterprise technology innovation, the ability of scientific and technological innovation in Colleges and universities, and the benefit of scientific and technological innovation are the six factors to analyze the present situation of the development of science and technology innovation in Chongqing City, and to evaluate the scientific and technological innovation ability of the municipality directly under the central government by entropy weight method. Finally, the investment of scientific research in the development of scientific and technological innovation in Chongqing has been put into practice. Insufficient scientific and technological talents, poor production rate of scientific and technological achievements and inadequate exchange of scientific and technological knowledge. The industrial structure, industrial employment structure and industrial investment structure were used to analyze the status of industrial structure development, and the industrial structure level coefficient method was used to measure the level of industrial structure of Chongqing since the central government was directly under the central government, and finally found, The optimization of industrial structure in Chongqing tends to be rationalized, and there are three disproportions of industrial proportions in the advanced process, poor labor transfer effect, human resources and low capital input efficiency. Scientific and technological innovation environment, knowledge innovation ability and knowledge flow ability have the greatest impact on the technological innovation ability of Chongqing, RD expenditure and patent application The amount of technology market trading volume has the greatest impact on the innovation environment of science and technology, the ability of knowledge creation and the ability of knowledge flow. Finally, we choose the RD expenditure, the amount of patent application, the trade volume of the technology market as independent variable, the factor of the industrial structure level as the dependent variable, the VAR model, the ADF test, the Granger causality test, the pulse test, and the pulse test. The response function and variance decomposition are used to make an empirical analysis on the effect of technological innovation on industrial structure advanced. The results show that the RD expenditure, the amount of patent application and the trade volume of the technology market have a positive impact on the advanced industrial structure, of which the largest contribution is the expenditure of RD, the next is the amount of patent application and the technology market transaction. According to the results of the above analysis and the results of the empirical study, this paper draws the following conclusions: first, the scientific and technological innovation can effectively promote the advanced industrial structure; second, the scientific and technological innovation ability of Chongqing is gradually improved, but there are still some problems in the process of development; third, the industrial structure of Chongqing tends to be rationalized and manpower. And capital is the main hindrance factor in the process of industrial upgrading; fourth, the main driving force for the upgrading of Chongqing's industrial structure is the increase of scientific research input; fifth, the improvement of the output efficiency of scientific and technological achievements can promote the advanced industrial structure; sixth, the technical market transaction has a positive impact on the industrial structure, but it is not significant. The innovation of science and technology promotes the advanced industrial structure of Chongqing. This paper puts forward five suggestions: first, to establish a cooperative innovation system to improve the ability of science and technology and industry innovation; two, to adjust the structure of scientific research and to create a good environment for scientific and technological innovation; the three is to implement the strategy of scientific and technological innovation and make up for the short board of scientific and technological talents; and four to speed up the transformation of scientific and technological achievements, Boosting the development of science and technology to industrialization; the five is to build a resource sharing platform and promote resources to new industries.
