高技术产业创新服务平台运行机制研究

【摘要】：高技术产业凭借高科技含量、高附加值的特点，以及其在带动区域产业发展方面的优势，在国际经济和科技竞争中扮演的角色越来越重要，并受到各国政府的重视，纷纷出台多种政策、采取多种渠道支持其发展。作为高技术产业持续发展的关键和核心，创新为高技术产业提供了不竭的动力。科技创新服务平台作为创新活动的重要载体，聚集了区域内大量的人力、物力、财力等优秀的创新资源，在区域科技创新能力的提升中发挥着重要作用。因此，本文对高技术产业创新平台运行服务机制进行研究具有理论价值和现实意义。本文首先对科技创新平台相关理论的研究现状进行分析和评价，对科技创新平台推动高技术产业发展的作用机理进行阐述；其次，本文界定了高技术产业创新平台的涵义、特征、功能、类别，分析高技术产业创新平台发展动因以及其对产业创新与发展的作用机理；揭示高技术产业创新平台的发展规律与轨迹。再次，结合创新服务平台参与者的特征与面临的困境分析，选取适合平台博弈特点的演化博弈作为分析模型，对科技创新服务平台的参与主体进行博弈分析，并据此提出高技术产业创新平台运行的保障机制和环境支撑体系。最后，，本文对黑龙江省科技创新共享服务平台进行了实证研究，通过对其运行保障过程和环境支撑的分析，发现黑龙江省科技创新共享服务平台存在的问题，并根据前文的分析给出了完善激励机制、监督考核机制和完善制度保障体系的发展策略。
[Abstract]:By virtue of the characteristics of high technology content, high added value and its advantages in driving the development of regional industry, the high-tech industry plays an increasingly important role in the international economy and scientific and technological competition, and has been attached importance to by the governments of various countries. A variety of policies have been introduced, adopting a variety of channels to support its development. As the key and core of the sustainable development of high-tech industry, innovation provides an inexhaustible power for high-tech industry. As an important carrier of innovation activities, sci-tech innovation service platform has gathered a large number of human, material, financial and other excellent innovative resources in the region, which plays an important role in the promotion of regional scientific and technological innovation ability. Therefore, it is of theoretical value and practical significance to study the operating service mechanism of high-tech industry innovation platform in this paper. Firstly, this paper analyzes and evaluates the research status of sci-tech innovation platform related theories, and expounds the function mechanism of sci-tech innovation platform to promote the development of high-tech industry. Secondly, this paper defines the meaning of high-tech industry innovation platform. Characteristics, functions, categories, analysis of the development of high-tech industrial innovation platform and its mechanism of action on industrial innovation and development, reveal the development of high-tech industry innovation platform law and trajectory. Thirdly, based on the analysis of the characteristics and difficulties of the participants in the innovation service platform, the evolutionary game which is suitable for the characteristics of the platform game is selected as the analysis model, and the participants of the service platform of science and technology innovation are analyzed by the game theory. According to this, the guarantee mechanism and environment support system of high-tech industry innovation platform are put forward. Finally, this paper has carried on the empirical research to the Heilongjiang Province science and technology innovation sharing service platform, through the analysis to its operation guarantee process and the environment support, discovered the Heilongjiang Province science and technology innovation sharing service platform existence question. According to the above analysis, the development strategies of perfecting incentive mechanism, supervision and examination mechanism and system guarantee system are given.
