河北省煤炭产业发展转型问题研究

【摘要】：我国是煤炭资源比较丰富的国家。因为我国对煤炭资源的产量和消费量都比较大,所以在国际上占有重要的位置。随着我国经济的发展,在今后很长的一段时间内,我国依然是以煤炭资源消费为主,这将是我国主要的能源消费结构。伴随着煤炭资源不断被开采,资源、环境等问题越来越突显,这将严重影响着我国煤炭产业的可持续发展。对河北省来说,河北省煤炭产业大多存在产业集中度低、产业科技水平低、煤炭产业链短、开采过程中存在安全问题以及环境污染严重等问题,这些严重的问题将不利于煤炭产业发展。然而,煤炭产业的发展在一定程度上是可以促进经济发展的,因此,研究河北省煤炭产业发展转型问题,对于河北省的产业转型和升级,改善生态环境,构建资源节约、环境友好型社会,从整体上加快转变河北省经济发展方式都具有重要的现实意义。本文立足于河北省煤炭产业的发展现状,运用产业经济学、生命周期理论、系统科学等相关理论知识,对河北省煤炭产业发展转型问题进行系统性的研究。首先,通过对煤炭产业发展转型的相关概念进行界定和相关理论进行阐述,构建煤炭产业发展转型的理论体系。其次,运用计量经济学的相关理论知识,构建河北省能源消费结构的计量模型,对河北省能源消费与经济增长的关系进行分析研究。再次,根据定性研究与定量研究相结合的原则,在前人研究的基础上,基于产业生命周期理论,对河北省煤炭产业发展阶段进行分析。由生长曲线模型可知,目前河北省煤炭产业正处于成熟期,预计2023年开始进入衰退期。然后,运用SD方法,借助计算机进行仿真,对河北省煤炭产业未来发展趋势进行预测。依据深绿色发展、大循环发展、超低碳发展的准则,本文认为在当前形势下河北省煤炭产业发展转型的时机应选择在成熟期的中后期,同时给出河北省煤炭产业顺利完成转型的路径。最后,根据河北省煤炭产业自身的发展状况,提出发展转型实施的政策建议与保障措施。
[Abstract]:China is rich in coal resources. Because our country's output and consumption of coal resources are relatively large, it occupies an important position in the world. With the development of our country's economy, in a long period of time in the future, our country is still mainly on the consumption of coal resources, which will be the main energy consumption structure of our country. With the continuous exploitation of coal resources, resources, environment and other problems are more and more prominent, which will seriously affect the sustainable development of China's coal industry. For Hebei Province, most of the coal industries in Hebei Province have problems such as low industrial concentration, low level of industrial science and technology, short coal industry chain, safety problems in the mining process and serious environmental pollution. These serious problems will not be conducive to the development of the coal industry. However, the development of coal industry can promote economic development to a certain extent. It is of great practical significance to accelerate the transformation of the economic development mode of Hebei Province in an environment-friendly society. Based on the present situation of coal industry in Hebei province, this paper makes a systematic study on the development and transformation of coal industry in Hebei Province by using relevant theoretical knowledge such as industrial economics, life cycle theory, system science, and so on. First of all, by defining the relevant concepts and related theories of coal industry development and transformation, to construct the theoretical system of coal industry development and transformation. Secondly, the econometrics theory is used to construct the econometric model of energy consumption structure in Hebei Province, and the relationship between energy consumption and economic growth in Hebei Province is analyzed and studied. Thirdly, according to the principle of combination of qualitative research and quantitative research, based on the previous research, based on the theory of industrial life cycle, the coal industry development stage in Hebei Province is analyzed. According to the growth curve model, the coal industry in Hebei Province is now in a mature stage and is expected to enter a recession period in 2023. Then, by using SD method and computer simulation, the future development trend of Hebei coal industry is predicted. According to the criteria of dark green development, big circulation development and ultra low carbon development, this paper holds that the time of coal industry development transition in Hebei Province should be chosen in the middle and late maturity period under the current situation. At the same time, the coal industry in Hebei Province successfully completed the transformation path. Finally, according to the development situation of coal industry in Hebei Province, the paper puts forward the policy suggestions and safeguard measures for the implementation of development transformation.
