枣庄市医药产业分析及发展对策研究

【摘要】：医药产业关系国计民生,是与人们身体健康和生命安全息息相关的战略性新兴产业,被誉为“永远的朝阳产业”。医药产业市场需求广阔,并以其产业链长、辐射面广、关联度高等特点,在国民经济中扮演着越来越重要的角色,直接关系着国家和地区的经济增长速度,成为广泛重视并大力发展、相互展开激烈角逐的焦点。改革开放以来,我国医药产业整体呈现良好的发展趋势,规模总量扩张显著,在对经济增长呈现出持续性拉动作用的同时,其结构性矛盾也日渐突出。当前,医药产业正处于结构转型升级的重要阶段,全球医药产业快速发展和激烈竞争格局,给我国医药产业带来了前所未有的机遇,也使我国医药产业面临严峻的考验。枣庄市作为国务院公布的全国44个资源枯竭城市中唯一入选的东部地区城市,被列为中国老工业城市重点改造对象,其医药产业规模和发展实力明显落后于周边城市,处于全省17地市下游水平。但枣庄市原有的医药产业基础扎实,上世纪八、九十年代的枣庄制药工业曾经是八大支柱产业之一。近几年,枣庄医药产业发展形势好转,骨干企业逐步带动了成长型中小企业的发展,产品种类日趋齐全,医药企业间合作增多。但是,枣庄市医药产业整体规模较小,产品线落后的中小企业处于产业淘汰升级阶段。医疗器械产业发展薄弱,医疗器械企业数量过少,规模以上企业仅1家,企业产品层次较低。生物药制剂等高附加值产品存在产业空白,医药产业链条不完整。缺乏完备的人才引进机制,导致企业竞争力不强。此外,医药企业及其相关支持机构之间缺乏沟通,自主创新能力弱,具有市场优势的产品少,加之有限资源被稀释和弱化的缺陷明显、资源整合度低等一系列问题,一定程度上制约了枣庄医药产业的发展。在全省医药产业大发展、大跨越的关键机遇期和面临淘汰落后产能、转型升级传统医药产业严峻挑战大背景下,枣庄市医药产业有何优势与机遇、选取何种发展对策就成为了值得研究的问题。本文综合运用了文献分析法、实地调研法、比较分析法,以国内外医药产业宏观发展环境为背景,对枣庄市医药产业进行实地调研,了解目前产业现状,总结医药产业发展特点和瓶颈,深入探索制约枣庄市医药产业发展的因素。基于产业集群、产业链等相关理论,通过SWOT分析法,抓住枣庄市医药产业的机遇,正确看待其面临的挑战,合理利用产业发展优势、规避产业发展劣势。通过分析省内外部分地区成功经验,结合标杆城市对枣庄市的启示,以提高枣庄市医药产业集聚效应为切入点来研究枣庄市医药产业发展思路,根据实际情况选取合适的发展战略,科学制定枣庄市医药产业发展的总体目标和短、中、长期规划,并为枣庄市医药产业的发展提出具体对策、建议。
[Abstract]:Pharmaceutical industry relates to the national economy and the people's livelihood, and is a strategic emerging industry closely related to people's health and life safety, which is known as "eternal sunrise industry". With the characteristics of long industrial chain, wide radiation and high correlation, the pharmaceutical industry is playing an increasingly important role in the national economy, which is directly related to the economic growth rate of the country and region. It has become the focus of extensive attention and vigorous development and intense competition between each other. Since the reform and opening up, China's pharmaceutical industry as a whole presents a good development trend, the scale of the total expansion is significant, in the economic growth showing a sustained pull role, its structural contradictions are also increasingly prominent. At present, the pharmaceutical industry is in an important stage of structural transformation and upgrading. The rapid development and fierce competition of the global pharmaceutical industry has brought unprecedented opportunities to the pharmaceutical industry of our country, and has also made the pharmaceutical industry of our country face a severe test. Zaozhuang, as the only city in the eastern part of the country among the 44 resource-exhausted cities announced by the State Council, has been listed as the focus of the transformation of the old industrial cities in China, and its pharmaceutical industry scale and development strength have lagged behind those of the surrounding cities. In the province 17 cities downstream level. But Zaozhuang's original pharmaceutical industry has a solid foundation. In 1980s and 1990s, Zaozhuang pharmaceutical industry was one of the eight pillar industries. In recent years, the development situation of Zaozhuang pharmaceutical industry has improved, the backbone enterprises have gradually driven the development of growing small and medium-sized enterprises, the products have become more and more complete, and the cooperation between pharmaceutical enterprises has increased. However, Zaozhuang pharmaceutical industry as a whole is small and the small and medium-sized enterprises with backward product line are in the stage of industry elimination and upgrading. The development of medical device industry is weak and the number of medical device enterprises is too small. High-value-added products such as biopharmaceuticals have industrial gaps and pharmaceutical industry chains are incomplete. Lack of a complete talent introduction mechanism, leading to enterprise competitiveness is not strong. In addition, there is a lack of communication between pharmaceutical enterprises and their related support institutions, weak independent innovation ability, fewer products with market advantages, and obvious defects in dilution and weakening of limited resources, low integration of resources, and so on. To some extent, the development of Zaozhuang medical industry has been restricted. Against the background of the great development of the pharmaceutical industry in the province, the critical opportunity period of the great leap forward, the challenge of eliminating backward production capacity and the transformation and upgrading of the traditional pharmaceutical industry, what are the advantages and opportunities of the pharmaceutical industry in Zaozhuang City? What kind of development strategy is worth studying. This article synthetically uses the literature analysis method, the field investigation method, the comparative analysis method, taking the domestic and foreign medicine industry macroscopic development environment as the background, carries on the field investigation to the Zaozhuang medicine industry, understands the present industry present situation, This paper summarizes the characteristics and bottlenecks of the pharmaceutical industry and explores the factors restricting the development of the pharmaceutical industry in Zaozhuang. Based on the related theories of industrial cluster and industrial chain, through SWOT analysis, this paper grasps the opportunity of medical industry in Zaozhuang City, views the challenges it faces, makes rational use of the advantages of industry development, and avoids the inferior position of industry development. By analyzing the successful experiences of some areas inside and outside the province and combining the inspiration of the benchmark city to Zaozhuang City, this paper studies the development of Zaozhuang medical industry by improving the agglomeration effect of the pharmaceutical industry in Zaozhuang City. According to the actual situation, this paper selects the appropriate development strategy, scientifically formulates the overall goal and short, medium and long term plan for the development of the pharmaceutical industry in Zaozhuang city, and puts forward concrete countermeasures and suggestions for the development of the pharmaceutical industry in Zaozhuang city.
