【摘要】：有色金属行业在经济社会发展中发挥着重要作用。有色金属矿产是公共资源,具有公共属性,使得有色金属行业发展受政策更多影响。十八大提出让市场在资源配置中起决定性作用,要求我们必须遵守市场经济的一般规律,更好发挥政府作用,使经济社会获得持续健康发展。在这一形势下,如何在政策和市场之间取得平衡,如何在现有新政策上完善和改进,充分利用政策的调控和引导作用,又好又快的发展有色金属行业成为当前急需探讨的问题。本文通过对国内外文献进行研究分析、对国内有色金属产业政策变迁历史和四川有色金属行业发展进程进行分析比较以及以四川矿业公司为实例,对其实际情况进行研究分析,得出新有色金属产业政策在矿业权交易、资源税制定、进出口限制、投融资政策上存在的不足,并结合国内有色金属行业的发展现状和新政策对四川矿业集团产生的利弊影响,从有色金属矿业市场化、金融、产业整合、环境、税费五个方面提出完善和改进意见。本文主要分为以下五个部分,第一部分是绪论,主要介绍了笔者选择该课题研究的背景和意义,国内外对有色金属产业政策的研究现状,本文主要研究内容和采用的研究方法；第二部分是介绍文章的核心概念和理论基础；第三部分是对近三十年我国有色金属产业政策的变迁历史过程进行分析；第四部分有色金属行业发展现状进行分析,并介绍了我国有色金属行业的新政策对四川矿业集团的影响,分为有利影响和不利影响；第五部分对完善现阶段有色金属产业政策提出意见和建议。
[Abstract]:Nonferrous metal industry plays an important role in economic and social development. Non-ferrous minerals are public resources and have public properties, which make the development of non-ferrous metal industry more affected by policies. The 18th National Congress of the CPC proposed that the market play a decisive role in the allocation of resources, and that we must abide by the general laws of the market economy, give better play to the role of the government, and make the economy and society develop in a sustained and healthy manner. Under this situation, how to balance the policy and the market, how to perfect and improve the existing new policy, how to make full use of the regulation and guidance role of the policy, and how to develop the nonferrous metal industry well and quickly has become an urgent problem at present. Through the research and analysis of domestic and foreign literature, this paper analyzes and compares the history of policy changes of domestic nonferrous metals industry and the development process of Sichuan nonferrous metal industry, and takes Sichuan Mining Company as an example to study and analyze its actual situation. The shortcomings of the new nonferrous metal industry policy in mining right trading, resource tax formulation, import and export restrictions, investment and financing policies are obtained, and the advantages and disadvantages of the new policy on Sichuan Mining Group are combined with the development status of domestic non-ferrous metal industry. Some suggestions are put forward from five aspects: marketization, finance, industrial integration, environment, tax and fee. This paper is divided into the following five parts, the first part is the introduction, mainly introduces the background and significance of the research, the domestic and foreign research status of non-ferrous metal industry policy, the main research content and the research methods adopted in this paper; The second part is to introduce the core concepts and theoretical basis of the article; the third part is to analyze the historical process of the policy changes of China's nonferrous metal industry in the past 30 years; the fourth part of the non-ferrous metal industry development status analysis, The paper also introduces the influence of the new policy of China's nonferrous metal industry on Sichuan Mining Group, which can be divided into favorable and unfavorable effects. The fifth part puts forward some suggestions and suggestions to improve the policy of non-ferrous metal industry at the present stage.
