产业集群视角下行业协会的作用研究

【摘要】：区域经济产业集群发展已经成为全球范围内一种普遍的经济发展现象,在中国,这种发展方式也已经被越来越多的地区所采用,浙江、深圳、广州的中小企业集群发展的成功已经成为其经济发展的重要推动力量,中国不同行业的产业集群开始蓬勃发展、遍地开花使它成为许多学科的重要研究对象。然而事物的发展总是具有两面性,"当产业集群的地理集中优势很显著时,它本身也隐含着自我崩溃的因子",我国的产业集群大部分是建立在低成本基础上,没有形成真正的集群网络,存在着一系列影响产业集群发展的因素:集而不聚、恶性竞争、创新能力薄弱、资源环境约束、贸易摩擦问题日益突出等。因此,针对我国产业集群发展的现实情况,迫切需要对产业集群的发展与升级问题进行进一步的研究。近年来,以行业协会、商会为主的社会团体在经济发展过程中呈现出强大的生命力,作为政府、市场之外的第三方治理主体,行业协会可以有效克服市场失灵与政府失灵,在产业集群发展与升级过程中功劳巨大。以行业协会作为切入点来研究我国产业集群发展与升级具有重要现实意义和理论意义。论文首先阐述了行业协会在解决集群内市场失灵和政府失灵方面的独特优势,通过拓展博弈论模型,引入有约束力的协议以及由信息传播与收集决定的多头重复博弈模型来阐述其在克服机会主义行为中的作用机制;其次,分别阐述了行业协会在解决产业集群创新困境、提高创新能力以及帮助集群企业走向国际化过程中的理论与功能。发展和培育行业协会可以有效规范集群内企业的行为,是促进集群发展的一种行之有效的途径。论文引入天津市自行车产业集群发展的具体案例,从集群发展不同阶段中遇到的不同问题来分析行业协会在解决这些问题中的所采取的措施,进一步说明其在治理恶性竞争、提高创新能力、应对贸易摩擦等方面的作用。论文最后分析了我国产业集群中行业协会发展存在法律环境、政策供给以及其自身建设方面的不足,并针对性地提出了对策建议。
[Abstract]:The development of regional economic industrial clusters has become a universal economic development phenomenon in the world. In China, this mode of development has also been adopted by more and more regions, Zhejiang, Shenzhen, The success of the cluster of small and medium-sized enterprises in Guangzhou has become an important driving force for its economic development. Industrial clusters of different industries in China have begun to flourish, and blooming everywhere makes it an important research object of many disciplines. However, there are always two sides to the development of things. "when the geographical concentration advantage of industrial clusters is very significant, it also implies the factor of self-collapse." most of the industrial clusters in our country are based on low cost. There are a series of factors that influence the development of industrial clusters, such as agglomeration, vicious competition, weak innovation ability, resource and environment constraints, trade friction problems and so on. Therefore, in view of the reality of industrial cluster development in China, it is urgent to further study the development and upgrading of industrial cluster. In recent years, trade associations and chambers of commerce have shown strong vitality in the process of economic development. As the third party governing bodies outside the government and the market, trade associations can effectively overcome market failures and government failures. In the industrial cluster development and upgrading process of great credit. It is of great practical and theoretical significance to study the development and upgrading of China's industrial clusters with industry associations as the starting point. Firstly, the paper expounds the unique advantages of trade associations in solving the market failure and government failure in the cluster, and extends the game theory model. This paper introduces binding agreements and multiple repeated game models decided by information dissemination and collection to explain its role in overcoming opportunistic behavior. Secondly, it expounds the role of industry associations in solving the innovation dilemma of industrial clusters. Improve innovation ability and help cluster enterprises to internationalize the theory and function. The development and cultivation of trade associations can effectively regulate the behavior of enterprises in clusters, and it is an effective way to promote the development of clusters. This paper introduces the specific cases of the development of Tianjin bicycle industry cluster, analyzes the measures taken by the trade association in solving these problems from the different problems encountered in different stages of the cluster development, and further explains the measures taken by the industry association to deal with the vicious competition. Improve the ability of innovation, deal with trade friction and other aspects of the role. Finally, the paper analyzes the legal environment, policy supply and its own construction deficiencies in the development of industry associations in China's industrial clusters, and puts forward some countermeasures and suggestions.
