琼中绿橙产业发展现状及对策研究

【摘要】：作为海南省柑桔橙柚栽培的主产市县之一的琼中县。2013年琼中绿橙的栽培面积和产量分别占全省柑橘栽培面积的34.82%和总产量的47.05%,均居海南省的首位,在发展海南柑橘产业乃至全省水果产业中有着举足轻重的位置。琼中绿橙于1988年从广东廉江引入琼中县进行试种,经过多年的品种改良,目前已被培育成具有地方特色的知名品牌,被评为海南省名牌产品。近年来,琼中绿橙产业发展迅速,成为琼中县农民脱贫致富的主导产业之一,其发展为实现琼中县农业经济增效,农民增收起着至关重要的作用。在发展琼中绿橙产业时,如何充分发挥已有的产业优势,克服产业所面临的问题,做大做强该县的绿橙产业,是一个亟待解决的重大课题。本文通过查阅资料、实地考察和问卷调查等多种方式对琼中绿橙产业发展现状进行调研,以全面了解该产业发展的内部条件和外部环境等因素,结合国内外发展概况和发展形势,运用“SWOT”分析法对琼中县绿橙产业发展的内部条件(产业优势与劣势)和外部环境(发展机遇与威胁)等因素进行综合分析,遵循产业优势和发展机遇最大化、劣势和威胁最小化的原则,提出适合于琼中绿橙产业发展的对策和建议,主要结果如下： (1)琼中绿橙的主产区主要集中在琼中县的营根镇、湾岭镇、红毛镇、和平镇这四个乡镇。其中以湾岭镇的栽培面积所占比率最大,高达45.20%；总产量占全县的52.93%。 (2)琼中绿橙产业发展具有明显的优势。优越的自然环境、便捷的交通运输条件、较低的生产成本以及逐渐凸显的品牌优势等。 (3)琼中绿橙产业发展也面临不少问题。果园基础设施落后、栽培管理较为粗放、商品化处理水平不高、组织化程度相对较低、技术服务体系不健全等。 (4)琼中绿橙产业发展的机遇。各级政府的重视与支持、市场发展潜力较大、具有建设琼中绿橙标准化示范园基地的项目资金支持。 (5)琼中绿橙产业发展面临的威胁。受国内外优质柑橘市场的冲击大、周边其他柑橘生产市县的崛起、病虫害危害严重,绿橙品牌受到威胁以及台风威胁频繁等。基于上述研究结果的前提下,提出了适合琼中绿橙产业发展的对策：科学规划以建设标准化示范基地；加强科技队伍的建设和不断提高标准化栽培技术水平以完善技术服务推广体系；强化绿橙采后的商品化处理水平以提高其市场竞争力,并通过打造物流中心和积极开拓新市场以健全营销网络；加强对琼中绿橙商标包装的管理,严厉打击违法违规盗用商标行为以保护琼中绿橙的品牌；加强防护林的种植,减少台风的侵袭。
[Abstract]:Qiongzhong County, one of the main cities and counties of citrus orange cultivation in Hainan Province, occupied 34.82% of the cultivated area and 47.05% of the total yield in 2013. In the development of Hainan citrus industry and even the province's fruit industry has a pivotal position. Qiongzhong Green Orange was introduced into Qiongzhong County from Lianjiang, Guangdong Province in 1988. After years of variety improvement, Qiongzhong Green Orange has been cultivated into a famous brand with local characteristics and has been selected as a famous brand product in Hainan Province. In recent years, the green orange industry in Qiongzhong County has developed rapidly, and has become one of the leading industries for farmers to get rid of poverty and become rich in Qiongzhong County. The development of green orange industry in Qiongzhong County plays an important role in increasing farmers' income in order to realize agricultural economic efficiency in Qiongzhong County. In the development of green orange industry in Qiongzhong, how to give full play to the existing industrial advantages, overcome the problems faced by the industry, and make the green orange industry bigger and stronger in the county is an important subject to be solved urgently. This paper investigates the present situation of green orange industry in Qiongzhong through consulting data, field investigation and questionnaire investigation, in order to understand the internal conditions and external environment of the industry. Combined with the general situation and development situation at home and abroad, this paper makes a comprehensive analysis of the internal conditions (industrial advantages and disadvantages) and external environment (development opportunities and threats) of green orange industry in Qiongzhong County by using "SWOT" analysis method. Following the principle of maximization of industrial advantages and development opportunities, minimization of disadvantages and threats, the countermeasures and suggestions suitable for the development of green orange industry in Qiongzhong are put forward. The main results are as follows: The main producing areas of green orange in Qiongzhong are mainly in Yinggen town, Wanling town, Hongmao town and Heping town in Qiongzhong county. The cultivation area of Wanling Town was the largest, as high as 45.20, and the total yield accounted for 52.933% of the whole county. Qiongzhong green orange industry has obvious advantages. Superior natural environment, convenient transportation conditions, low production costs and gradually prominent brand advantages. The development of green orange industry in Qiongzhong also faces many problems. The orchard infrastructure is backward, the cultivation management is relatively extensive, the level of commercialization treatment is not high, the degree of organization is relatively low, the technical service system is not perfect and so on. 4) opportunities for the development of green orange industry in Qiongzhong. Governments at all levels attach importance to and support, market development potential is great, with the construction of Qiongzhong Green Orange standardized demonstration Park project funding support. 5) the threat to the development of green orange industry in Qiongzhong. By the impact of high quality citrus market at home and abroad, the rise of other citrus production cities and counties around, the pest and disease harm is serious, green orange brand is threatened and typhoon threat is frequent and so on. Based on the above research results, this paper puts forward some countermeasures suitable for the development of green orange industry in Qiongzhong: scientific planning to build a standardized demonstration base; To strengthen the construction of scientific and technological team and to improve the standard cultivation technology level to perfect the technical service extension system, to strengthen the commercialization treatment level of green orange in order to improve its market competitiveness, And through building logistics center and actively opening up new market to improve marketing network, strengthen the management of green orange trademark packaging in Qiongzhong, severely crack down on illegal trademark theft to protect the brand of Qiongzhong green orange, strengthen the planting of protective forest, Reduce the impact of typhoons.
