大连泰达慧谷产业园发展战略研究

【摘要】：改革开放以来,我国经济持续增长,科技创新不断推动与融合之下,全国各地诞生了诸多产业园区,其中许多科技创新产业园在国家和地方政府的支持下,取得了相当的成就。但也有相当一部分科技产业园区运营并不成功,一些园区甚至沦为“鬼城”、“荒城”。对科技产业园区而言,制定正确的发展战略,从而更好地利用国家社会经济发展的机遇,变得特别重要。辽宁是东北老工业基地的主要部分,大连市作为辽宁发展的排头兵,在科技创新发展方面一直处于前列。在众多的已经建立和正在筹划建立的产业园区中,科技创新与现代服务业占据了大半江山。但这些高新产业园区的建设并非一帆风顺,融资、招商、人才,尤其是战略方向的选择等,都会影响产业园区的规划与建设。本文以大连泰达慧谷产业园为例,对其现状进行比较研究,从而找出其发展的战略途径,促进其进一步的发展与进步。文章以课题研究的背景与意义开始,对其研究的方法与内容,研究现状与创新之处进行详细的分析,然后对相关研究理论进行论述,主要包括战略管理基本理论,生态工业园理论以及可持续发展理论。第三章对大连泰达慧谷产业园的外部环境进行分析,包括对国内主要城市同类产业园的发展概述,大连市相关产业园的发展以及大连市生态科技创新城的发展,通过分析运用PEST方法对其进行比较。第四章对大连泰达慧谷产业园的内部环境进行分析,包括其总体的发展历程,发展现状,并运用SWOT分析法对其进行优势、劣势与机遇、威胁的分析。然后对产业园的战略目标、布局以及定位方向等进行选择与设计,针对设计提出相应的保障措施,包括组织机构保障、人力资源保障、产业孵化能力保障、招商融资机制保障、公共服务平台保障、配套机制保障等。希望通过本文的分析,能够为大连泰达慧谷产业园的发展提供理论性的建议。
[Abstract]:Since the reform and opening up, the economy of our country has continued to grow, science and technology innovation has been promoted and integrated constantly, many industrial parks of science and technology innovation have been born all over the country, many of which have made considerable achievements under the support of the national and local governments. But there are quite a number of science and technology industrial park operation is not successful, some parks even degenerate into "ghost city", "desolate city." It is particularly important for science and technology industrial parks to formulate correct development strategies and make better use of the opportunities for national social and economic development. Liaoning is the main part of northeast old industrial base, Dalian, as the vanguard of Liaoning's development, has been in the forefront in the development of science and technology innovation. Science and technology innovation and modern service industry occupy most of the industrial parks that have been established and are being planned. However, the construction of these high-tech industrial parks is not smooth, financing, investment, talent, especially the choice of strategic direction, will affect the planning and construction of industrial parks. Taking Dalian Teda Huigu Industrial Park as an example, this paper makes a comparative study on its present situation, so as to find out the strategic way of its development and promote its further development and progress. This paper begins with the background and significance of the research, analyzes the methods and contents of the research, the current situation and innovation of the research, and then discusses the relevant research theories, including the basic theory of strategic management. Eco-industrial park theory and sustainable development theory. The third chapter analyzes the external environment of Dalian Teda Huigu Industrial Park, including an overview of the development of similar industrial parks in major cities in China, the development of related industrial parks in Dalian and the development of Dalian Ecological Science and Technology Innovation City. The PEST method is used to compare it. The fourth chapter analyzes the internal environment of Dalian Teda Huigu Industrial Park, including its overall development process, development status, and use SWOT analysis to analyze its strengths, weaknesses, opportunities and threats. Then the strategic objectives, layout and orientation of the industrial park are selected and designed, and the corresponding safeguard measures are put forward, including organizational security, human resources security, industry hatching ability guarantee, investment and financing mechanism guarantee, etc. Public service platform guarantee, supporting mechanism guarantee and so on. Through the analysis of this paper, we hope to provide theoretical suggestions for the development of Dalian Teda Huigu Industrial Park.
