中国高技术产业扶持政策差异性研究——需求、供给、环境层面量化分析

【摘要】：从需求面、供给面、环境面3个层面,选取中国最具高技术产业竞争力的北京、天津、深圳、西安、成都5个城市产业扶持政策进行研究。通过对五城市高技术产业政策条款进行编码、结构化和内容分析,指出五城市高技术产业政策在需求面、供给面、环境面具有明显的偏好差异,深刻剖析不同城市在高技术产业政策工具运用方面的差异和共性,可为政府相关部门制定和完善高技术产业扶持政策提供借鉴。
[Abstract]:The industrial support policies of Beijing, Tianjin, Shenzhen, Xi'an and Chengdu, which are the most competitive high-tech industries in China, are studied from three aspects: demand, supply and environment. By coding, structuring and analyzing the policy terms of high-tech industry in five cities, it is pointed out that there are obvious differences in the demand, supply and environment masks of high-tech industrial policies in the five cities. Deeply analyzing the differences and commonness in the application of high-tech industry policy tools in different cities can provide a reference for the government departments to formulate and perfect the high-tech industry support policies.
