【摘要】："十二五"期间,中国产业规模较快扩张,从高速增长向中高速增长的阶段转变开始形成;产业结构调整深入推进,由工业主导向服务业主导的转型更加显著;产业跨界融合向纵深发展,发展方式转变和新技术、新产品、新业态、新模式亮点频频;产业开放步伐加快,创新创业蓬勃展开。进入"十二五"时期以来,中国产业发展环境出现若干重大标志性变化,突出地表现为城镇人口超过农村人口,城镇化对产业需求和产业布局的影响日益广泛而深刻;人口老龄化提速、劳动年龄人口数量和占比下降,对产业需求和产业成本(结构)的影响出现重大变化;投资和消费对经济增长的贡献出现转折性变化,培育产业发展新动力、拓展产业发展新空间的重要性迅速凸显;国际形势对中国产业发展的影响日趋复杂严峻,推进产业迈向中高端水平、培育对外经济新优势日趋紧迫。从"十二五"到"十三五"时期,服务业成为国民经济中的最大产业,培育制造业与服务业"双引擎"亟待引起重视;经济增长速度下行的压力依然较大,结构性因素对产业发展的影响值得高度关注;推进供给侧结构性改革的重要性迅速凸显,但准确把握其内涵、科学选择其推进方式更为关键。"十三五"推进中国产业发展需要注意深化改革开放,着力提升制度红利;分类施策,科学选择不同产业推进供给侧结构性改革的重点;统筹谋划,培育鼓励创新创业的环境;因势利导,促进产业融合发展;未雨绸缪,有效防范经济社会运行和产业发展的风险。
[Abstract]:During the "12th Five-Year Plan" period, China's industrial scale expanded rapidly and began to form from the stage of high speed growth to middle and high speed growth, and the industrial structure adjustment was advanced deeply, and the transition from industry leading to service industry leading was more remarkable. Cross-border integration of industry to the depth of development, transformation of development and new technologies, new products, new formats, new patterns of frequent bright spots; the pace of industrial opening accelerated, innovation and entrepreneurship flourished. Since the "12th Five-Year Plan" period, there have been some significant changes in the industrial development environment in China, which is characterized by the fact that the urban population exceeds the rural population, and the impact of urbanization on industrial demand and industrial layout is increasingly widespread and profound. The aging of the population is accelerating, the number and proportion of the working-age population is decreasing, and the impact on industrial demand and industrial cost (structure) has undergone major changes; and the contribution of investment and consumption to economic growth has undergone a transformational change to foster a new impetus for industrial development. The importance of expanding the new space for industrial development is rapidly highlighted, and the influence of the international situation on China's industrial development is becoming increasingly complex and severe. It is increasingly urgent to promote the industry to move to the middle and high-end level and to cultivate new advantages in foreign economy. During the period from the 12th Five-Year Plan to the 13th Five-Year Plan, the service industry became the largest industry in the national economy. It is urgent to pay attention to the cultivation of the "twin engines" of the manufacturing and service industries; the downward pressure on the economic growth rate is still large. The impact of structural factors on industrial development deserves high attention; the importance of promoting supply-side structural reform is quickly highlighted, but it is more critical to accurately grasp its connotation and scientifically choose its way of advancing. " The 13th Five-Year Plan "to promote China's industrial development needs to pay attention to deepening the reform and opening up, focusing on promoting institutional dividends, classifying and implementing strategies, scientifically selecting the key points for different industries to promote supply-side structural reform, planning as a whole, and fostering an environment that encourages innovation and entrepreneurship."
