民族地区的绿色发展——以城步等全国五个单列苗族自治县为例

【摘要】：绿色发展是民族地区发展"利器"。对于民族地区脱贫攻坚来说是一个很重要的抓手或者一个渠道,就是落实好绿色发展理念。要着力从国家层面完善、落实好对民族地区实施绿色发展的差别化支持政策,激发动力、补齐短板、填平洼地;着力提高民族地区森林覆盖率,增加森林面积和森林蓄积量,筑牢民族地区绿色发展之基;着力发挥民族地区人文生态资源优势,做大做强民族文化生态旅游产业;着力利用民族地区山地资源优势,走现代山地绿色高效农业发展新路。
[Abstract]:Green development is the "sharp weapon" for the development of ethnic areas. For minority areas to overcome poverty is a very important grasp or a channel, is to implement the concept of green development. Efforts should be made to improve the national level, to implement the differential support policy for green development in ethnic minority areas, to stimulate motive forces, to fill up short boards, and to fill depressions; and efforts should be made to increase forest coverage and increase forest area and forest stock in ethnic minority areas. We should lay a solid foundation for the green development of minority areas; exert the advantages of cultural and ecological resources in minority areas, and make great efforts to strengthen the national cultural ecotourism industry; and make great efforts to make use of the advantages of mountain resources in ethnic areas and take a new road to the development of green and efficient agriculture in modern mountainous regions.
